AN ORDINANCE
Amending Title 2 of City Code and Codifying the Finance and Budget
Committee
NOW BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS, THAT:
SECTION 1: Title 2 of the Evanston City Code of 2012, as amended
("City Code"), is hereby amended as follows:
CHAPTER 19 - FINANCE AND BUDGET COMMITTEE.
2-19-1. - PURPOSE.
The Citv Council establishes a Finance and Budget Committee to consider matters
relatinq to bills, budgets, financial reportinq and management, investments, rating
agencies, police and fire pension boards, and the funding of capital improvements and
other Iona term obliqations.
2-19-2. - MEMBERSHIP.
The Committee consists of no more than eight (8) members who serve without
compensation. The members must include the following:
A. A maximum of five (5) Councilmembers: and
B. Three residents of Evanston with financial expertise. "Financial expertise" shall
mean individuals who have held finance positions for at least two (2) vears.
2-19-3. - TERM.
Councilmembers shall serve stamered two-vear terms, with members changing in Mav
with the option to extend as needed. The three (3) resident members shall serve two
(2) vear terms with the option to extend as needed. Resident members may serve for
not more than two (2) full terms.

A. Perform a monthly in-depth review of the financial performance of the Citv
and its departments, including Citv revenue proiections and actuals:
B. Propose goals for the annual and Iona -range budget process (internal and
communitv based):
C. Provide a forum to develop more transparent reportinq and budgeting process
(i.e. having a public meetinq for communitv participation outside of council):
D. Review/monitor the finances/budget and continuous improvement goals of
Citv operations and policies:
E. Recommend fundinq for Citv Pensions (including debt issuance) and the
Capital Plan: and
F. Propose financial budgeting policies for adoption by the Citv Council.
SECTION 2: All ordinances or parts of ordinances in conflict herewith are
hereby repealed.
SECTION 3: If any provision of this ordinance or application thereof to
any person or circumstance is held unconstitutional or otherwise invalid, such invalidity
shall not affect other provisions or applications of this ordinance that can be given effect
without the invalid application or provision, and each invalid provision or invalid
application of this ordinance is severable.
