A RESOLUTION
Establishing the Program Committee
and Change Order Committee for the
Evanston Library Construction Project
WHEREAS, it is the intent of the City Council of the
City of Evanston to establish a Program Committee and Change
Order Committee for the duration of the construction of the
Evanston Library; and
WHEREAS, the City Council of the City of Evanston
desires that the design and construction activities concerning
the construction of the Evanston Library be coordinated; and
WHEREAS, the City Council of the City of Evanston
• desires to assure that the construction of the Evanston Library
will result in an excellent library that will meet the needs of
the citizens of Evanston,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS AS FOLLOWS:
SECTION 1: That the Mayor shall appoint, with
the advice and consent of the City
Council, a Program Committee which shall consist of four Library
Board members and two aldermen. The Mayor shall appoint with the
advice and consent of the Council three of the Library Board
members and the two aldermen. The fourth Library Board member
appointed to the Program Committee shall be appointed by the

• J Library Board from the remaining six members of the Library
Board. The terms of members of the Program Committee shall not
exceed their tenure on the Library Board or City Council
respectively and shall not extend beyond the completion and
occupancy of the library. The purpose of the Program Committee
is to assure that the design and construction of the library
meets the program needs of the library and citizens of Evanston.
SECTION 2: That the Mayor shall appoint, with the
advice and consent of the City Council, a
Change Order Committee which shall consist of four aldermen and
two Library Board members. Two of the four aldermen appointed
to the Change Order Committee shall be the two aldermen
appointed to the Program Committee. The two Library Board
• members appointed to the Change Order Committee shall be two of
the three Library Board members appointed by the Mayor to the
Program Committee. The terms of the members of the Change Order
Committee shall not exceed their tenure on the Library Board or
on the City Council respectively and shall not extend beyond the
completion and occupancy of the library. The purpose of the
Change Order Committee is to review all change orders affecting
the cost of the library construction project and to advise the
Administration and Public works Committee on all change orders.
SECTION 3: That this resolution shall be full force
and effect following its passage and
approval in the manner provided by law.
