A RESOLUTION
Authorizing the Certification of
Local Tax Funds as the State Match
for Medicaid Funds for Human Services Programs
WHEREAS, the State of Illinois is reimbursed for fifty
percent of its expenditures for Medicaid -eligible services which
are provided by Medicaid -certified service providers; and
WHEREAS, the City levies local taxes to support the
delivery of a range of comprehensive services for individuals and
families with mental health problems, developmental disabilities
and/or substance abuse problems; and
WHEREAS, the City is committed to working cooperatively
with all local and non -local funders to insure that those
• agencies which provide appropriate and essential services to
Evanston residents receive the resources to enable them to
provide quality services; and
WHEREAS, the City may certify its funds as the state's
share of Medicaid reimbursement for qualified services which the
City funds; and
WHEREAS, said certification is pursuant to the Code of
Federal Regulations, Chapter 42, section 433.35; and
WHEREAS, a number of agencies from which the City and
Mental Health Board purchase community services for Evanston
residents may be certified for Medicaid and provide Medicaid -
eligible services; and

WHEREAS, certification of payments to these agencies as
the State Share of Medicaid will assist in relieving a financial
hardship imposed by the State by way of an assessment upon these
agencies to secure sufficient funds for the State's share of
Medicaid; and
WHEREAS, the aforesaid certification enhances the
ability of the State to attract federal financial participation
for services which are adopted in the State's Medicaid Plan.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: The City authorizes the certification of
its funds as the State's share of Medicaid
reimbursement in order to assist the State to maximize federal

financial participation to maintain and
potentially
expand
funding for Medicaid -eligible services
in Illinois.
This will be
done in compliance with the Code of Federal Reaulations, Chapter
42, section 433.35, which allows matching of federal Medicaid
funds to be claimed on qualified expenditures of local tax
dollars.
SECTION 2: That the continued certification of the
City's local tax dollars will be based, in
part, upon an evaluation which ensures that (1) local funds are
not being used to supplant state funds in the identified
agencies' budgets, (2) services are not being delayed or denied
to Evanston residents, and (3) the service agency is in
compliance with its contract with the City.

SECTION 3: That the City will retract this
certification of its funds for the state
Medicaid match if (1) it is used as a means of justifying a
reduction in State allocations for an identified agency, or (2)
it results in a decrease or delay in services being provided to
the Evanston population as a result of agencies providing more of
their services to Medicaid -eligible individuals.
SECTION 4: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 5: This ordinance shall be in full force
and effect from and after its passage,
approval and publication in the manner provided•by law.
