A RESOLUTION
Urging Congressional Support for
�i the Proposed Solid Waste Agency of
I Northern Cook County (SWANCC)
Balefill
WHEREAS, the Solid Waste Agency of Northern Cook
I'
County (SWANCC), has proposed the development of a solid waste
'j balefill facility, administration building, and two new flood
control reservoirs at a site located northeast of the central
Road and DesPlaines River Road intersection, in unincorporated
Wheeling Township; and
WHEREAS, the proposed facility will process
approximately eight hundred ninety tons of solid waste per day
from twenty-eight communities. Only municipal solid waste from
these communities will be accepted and all hazardous industrial,
special medical or liquid waste will be strictly prohibited; and
WHEREAS, the proposed balefill has been subject to
more lengthy reviews than any other land fill in the State of
Illinois history. The balefill was first proposed back in 1985.
Since that time it has gone through hearings before the Village
of Bartlett, the Cook County Zoning Board of Appeals, the
Illinois Protection Agency and now the U. S. Army Corps of
Engineers; and
WHEREAS, the proposed balefill has been planned with
extensive buffer zones to isolate and screen the proposed
facilities; and
WHEREAS, the proposed balefill is an environmentally
safe and efficient solution to a solid waste crisis that is'
facing the residents of Evanston and twenty-five other Cook
County communities. This proposed balefill facility is just one
component of a safe and integrated solid waste management plan
that includes aggressive recycling, waste reduction, composting,
and balefilling; and
WHEREAS, the proposal also includes two new flood
control reservoirs which will help ease flooding problems in the
DesPlaines area. These new reservoirs are not essential to the

proposed development, but are being developed to help alleviate
flooding problems in the area; and
WHEREAS, continuous delay and changes to the
proposed plan result in extensive cost and needless delays to
the taxpayers of Evanston and the suburban areas,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
i THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
Section 1: That the City Council encourages and
requests the support of the City's
congressional representatives, Senators Dixon and Simon, and
Congressman Yates to support the endeavors of the Solid Waste
Agency of Northern Cook County to resolve the remaining issues
with the Army Corps of Engineers, so that the balefill, which is
of critical importance to eight hundred thousand residents of
this area can move forward.
Section 2: That the City Council urges the
Congressman and Senators to inform the
• Army Corps of Engineers of the critical need for the balefill
and to indicate to the Army Corps of Engineers, that all of the
issues raised regarding their concerns have been and will
continue to be met.
Section 3: This Resolution shall be in full force
and effect from and after the date of
its passage and approval in the manner provided by law.
