HomeMy WebLinkAboutRESOLUTIONS-1991-029-R-9129-R-91 A RESOLUTION Requiring a Two -Thirds Vote of City Council to Appoint a City Manager BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: Section 1: That Rule 7.1 of the Rules and Organization of the City Council of the City of Evanston is hereby amended to read as follows: The City Council shall by a vote of two-thirds of the City Council appoint the City Manager, delegating to the Manager full executive powers as specified in Section 1-8-3 of the City Code. Section 2: That Rule 15.4 of the Rules and Organization of the City Council of the City of Evanston is hereby amended to read as follows: 15.4 The Mayor shall not vote on any ordinance, resolution or motion except: (1) where the vote of the Alderman has resulted in a tie; (2) • where only one-half of the Aldermen elected have voted in favor of an ordinance, resolution or motion even though there is no tie vote; (3) where a vote greater than a majority of the corporate authorities (Aldermen and Mayor) is required by statute to adopt an ordinance, resolution or motion; or (4) in the appointment of a City Manager. In each instance specified, the Mayor shall vote. An Acting Mayor or Mayor pro tem shall not be accorded the voting privilege of the Mayor; however nothing in this section may deprive an Acting Mayor or Mayor pro tem of the voting privilege of an Alderman. Section 3: That Rule 26 of the Rules and Organization of the City Council of the City of Evanston is hereby amended by adding before the words "Unanimous Vote" the following: • 2/3 of City Council To appoint a City Manager (Council Rule 7.1) Section 4: This Resolution shall be in full force and effect from and after the date of its passage and approval in the manner provided by law. ` Mayor pro tem ATT ST : City Clerk Adopted: ��-� , 1991 • 0
