A RESOLUTION
Authorizing the Submission of an
Advisory Referendum Question on the
Allocation of the "Peace Dividend"
• WHEREAS, the City of Evanston has been asked to
consider the submission of an advisory referendum question, as
hereinafter specifically set forth, on the question of the
"Peace Dividend"; said question to be submitted to the voters of
Evanston at the general election scheduled for November 6, 1990;
and
WHEREAS, the results of such local referendum will
constitute the opinion of the residents of Evanston regarding
application of the "Peace Dividend"; and
WHEREAS, a local public opinion on such matter is
important to local public officials, state legislators and
federal legislators in a determination of what is wise public
policy, for the people of the State of Illinois and this city;
• and
WHEREAS, it is deemed by the Council of the City of
Evanston to be in the best public interest to survey the opinion
of the voters by submitting such question to the voters at the
general election;
BE IT RESOLVED BY the City Council of the City of
Evanston, Cook County, Illinois:
It is the determination of the Council of the City of
Evanston that the following question of public policy shall be
submitted to the voters of this city as an advisory referendum
at the general election scheduled for November 6, 1990, to wit:
"Should the electors of the City of Evanston ask the
Congress of the United States to reduce the military
budget by $30 billion a year for each of the next
five years and use the "Peace Dividend" to provide
better health care, improved education programs,
low-cost housing, environmental protection programs,
• . increased employment, and better public
transportation facilities."
SECTION 2: Said referendum shall be conducted, in
all respects, in accordance with the

provisions of the Illinois Election Code pertaining to the
conduct of the general election, and in accordance with the
ordinance of the City of Evanston calling said election for
November 6, 1990, and providing for the pertinent publications,
• ballots, polling places, and election judges.
SECTION 3: This resolution shall be in full force

and effect from and after its passage,
approval in the manner provided by law.
