A RESOLUTION
Approving the 1989-90 Community Development Block
Grant (CDBG) Program For Funds Under Title 1 of
• the Housing and Community Development Act of 1974,
As Amended
WHEREAS, the Congress of the United States did pass the Housing and
Community Development Act of 1974, which is !mown as Public Law 93-383; which
was amended by Pub.L 95-557, Pub.L 96-399, Pub. L 97-35; and Pub. L 98-181; and
WHEREAS, Title 1 of the Act makes block grants available for certain
housing and community development activities; and
WHEREAS, the City of Evanston is an "Entitlement City" by definition of
said Act, and as such is eligible for such funds; and
WHEREAS, the Housing and Community Development Act Committee,
consisting of alderpersons and citizen members, was formed to draft a CDBG
program for the City of Evanston; and
WHEREAS, this Committee has met on numerous occasions, conducted a
public hearing on December 13, 1988 and has now completed its recommended
• program for funding; and
WHEREAS, said program has been submitted to the entire City Council for
its review and approval;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Evanston, Cook County, Illinois, hereby amends the attached program (marked as
Exhibit A, and incorporated herein by reference) for Community Development Block
Grant funds under Title 1 of the amended Housing and Community Development Act
of 1974 and directs that this program be filed on its behalf.
BE IT FURTHER RESOLVED, that the City Manager of the City of
Evanston is hereby designated the authorized representative of the City of Evanston
to act, in connection with the program and all additional documentation and
revisions as may be required, to obtain funds under the Housing and Community
Development Act of 1974, as amended.

B IT FURTHER RESOLVED, that the City Manager of the City of
Evanston is hereby authorized to transmit the contents of said program in the form
prescribed by the United States Department of Housing and Urban Development and
• to provide said Department with the revisions or additional information as may be
required concerning the City of Evanston's program upon request.
