A RESOLUTION
I
Authorizing Continued Participation j
in the Northwest Municipal Conference
Solid Waste Management Plan i
WHEREAS, the Northwest Municipal Conference is a
corporate organization representative of municipalities and
townships within the State of Illinois and the County of Cook;
and
WHEREAS, Article VII, Section 10, of the Constitution
of the State of Illinois, Chapter 127, paragraphs 741 through
748,of the Illinois Revised Statutes,.authorize and encourage
intergovernmental association and cooperation; and
WHEREAS, the public officials of the Northwest
Municipal Conference represent 38 local government bodies and a
population in excess of 975,000 Illinois residents; and
WHEREAS, the finding environmentally safe and cost
effective methods of disposing of millions of tons of municipal
solid waste a year is one of the most perplexing and critical
problems facing local officials in Northeastern Illinois and
this problem is particularly acute in north and northwestern
Cook County; and
WHEREAS, new disposal facilities must be developed as
inaction will almost assuredly mean continued steep cost
increases and service disruptions; and
WHEREAS, the City of Evanston recognizes that a
cooperative effort of multiple jurisdictions can address the

critical solid waste disposal problem in the most
comprehensive, environmentally safe and cost effective manner;
and
WHEREAS, the Conference has developed a comprehensive
j solid waste management plan and the City of Evanston has
• I: actively participated in the development and implementation of
that plan since 1982; and.

WHEREAS, a critical component of that plan is the
development of a state of the art sanitary balefill and the
Conference has secured preliminary zoning approval from the
Cook County Board of Commissioners to develop that balefill in
• unincorporated Hanover Township; and
WHEREAS, engineering and legal work must begin
immediately to ensure state and federal permitting of the
balefill as required for final zoning approval within the time
frame established by the Cook County Board in approving the
balefill.
NOW, THEREFORE BE IT RESOLVED, that the City of
Evanston intends to continue to participate in the Northwest
Municipal Conference Solid Waste Management Plan.
BE IT FURTHER RESOLVED, that the City of Evanston
obligates itself to a per capita share of $700,000 to fund
implementation of the Solid Waste Management Plan prior to the
formation and financing of the Solid Waste Agency of Northern
Cook County, provided that the City of Evanston per capita
• share shall not exceed one dollar ($1.00) per capita.
BE IT FURTHER RESOLVED, that a certified copy of this If

resolution be sent to the Northwest Municipal Conference.
