WHEREAS, the City of Evanston is a home rule unit of I I; government as defined in the 1970 Illinois Constitution; and II ; WHEREAS, the source of authority for home rule �I governmental units to adopt land use regulations stems from I Article VII, paragraph 6 of the'Illinois Constitution; and I' WHEREAS, the underlying basis for all zoning controls I' is the general police power of a municipality; and' i; WHEREAS, in 1986, the City Council of the City of Evanston adopted a revised and updated comprehensive general i! plan; and �. WHEREAS, the Zoning Ordinance currently in effect was ;I adopted in 1960 and has been amended approximately 250 times; i; and ! WHEREAS prudent municipal planning requires that a zoning ordinance be consistent with and supportive of the comprehensive general plan; and i WHEREAS, it is a determination of the City Council I; i that the Zoning Ordinance be evaluated and revised in order that the ordinance continue to reflect the goals and policies of the comprehensive plan; and WHEREAS, on October 26, 1987, the City Council ' approved the creation of a Blue -Ribbon Committee to revise the ,, Zoning Ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the Blue -Ribbon Committee, pre- viously constituted on October 26, 198.7, is hereby established to serve .as a Zoning Commission pursuant to Chapter 24, Section 11-13-2 of the Illinois Municipal Code i I. -1- I, 77-R-87 • I -] i and said Commission shall be comprised of the chairman or chairman's designate of the Zoning Amendment Committee, Zoning j Board of Appeals, Housing Commission, Plan Commission, ij Preservation Commission, Economic Development Committee and i three citizens to be appointed by the Mayor with confirmation by the City Council. i; .j SECTION 2: That such Zoning Commission members i shall serve for the duration of the 'i comprehensive revision process and until the City Council approves a proposed comprehensive revision to the Zoning i Ordinance at which time the Zoning Commission shall cease to fl I exist. However, the Zoning Commission shall terminate no later i� than four (4) years from the adoption of this Resolution. li SECTION 3: That the Zoning Commission is hereby i vested with the following duties: ij 1. Recommend the boundaries of districts and appropriate regulations to be enforced therein; 2. Prepare a tentative report and proposed zoning ordinance for the entire municipality; 3. Hold a public hearing on the proposed zoning { ordinance pursuant to notice and publication thereof in themanner prescribed by law; 4. Make a final report and submit a proposed ordinance �I to the City Council within thirty (30) days after the final adjournment of the public hearing. The City Council may enact the proposed ordinance, with or without changes, or may refer it back to the Zoning f Commission for fur er consideration. Mayor ATTEST: City Clerk 1 Adopted: I� II -2-
