HomeMy WebLinkAboutRESOLUTIONS-1987-067-R-87Ii i� I� 67-R-87 • A RESOLUTION Concerning the Budget Policy Committee WHEREAS, the Rules Committee has .reviewed the performance and function of the Budget Policy Committee; and WHEREAS, the Rules Committee has determined that the Budget Policy Committee has performed in an excellent manner in providing information concerning budget policy; and WHEREAS, the Rules Committee has determined that the Budget Policy Committee can best represent the interests of the City of Evanston and the City Council with an increase in • membership from three (3) members to six (6); NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS, SECTION 1: That the membership of the Budget Policy Committee of the City Council of the City of Evanston shall be composed of six (6) Aldermen of the City Council. SECTION 2: That the Rules Committee shall appoint i the members of the Budget Policy Committee to complete the current City • �; Council term which began in April, 1987, selecting at leastone member from each of the three i following Standing Committees of the City Council: i 1 I x.* i' of A. Administration and Public Works ` B. Human Services C. Planning and Development SECTION 3: That beginning with the City Council • term commencing in April, 1989, the 1; Mayor shall appoint the chairman and members of the Budget Policy Committee to serve a two year 4i term, selecting at least one member from each of l the three Standing Committees of the City council ii identified in Section 2. i j SECTION 4: The Budget Policy Committee shall meet �! as frequently as is necessary, but at I� !j least quarterly. Notice of the Committee meetings - 1 I, shall be given in the same manner as other Committees of the City Council, and minutes of the Committee's meetings shall be kept and circulated I ti) to the City Council. • it i! SECTION 5: The responsibilities of the Budget ! IPolicy Committee shall be as follows: A. To provide information and recommendations to the City Council concerning policies governing the property tax levies for operating and capital purposes; and !i I B. To examine the need for adjustment in and addition to non -property tax operating it {{ revenues, and to provide the appropriate i y recommendations to the City Council: and ' C. To review and recommend adjustments as ij necessary to City Council policies affecting • i' pension funding, short-term borrowing �I iy (cash -flow financing), and the impact of externally funded programs or expenditures ! i' it on the operating budget; and ! i �}µrx t ,•-r,.4 aw: _rs+* v±+ a•;: ^..`a a y RF XM a AM ! D. To review the budget preparation process and to make recommendations concerning City Council participation in that process; and �I E. To study Evanston's taxing and budgeting • practices and policies compared to those of 1 other communities and to report on such ii studies to the City Council; and i F. To review the annual budget format and i� interim budget and financial reports and to !I make recommendations to enhance the i I� j usefulness of those reports. �i i • III I! SECTION 6: The Budget Policy Committee shall i! {' continue operation until such time as ! the City Council may determine that it is no i ! ! i; longer necessary to meet the needs of the City of j; Evanston and the Evanston City Council.
