HomeMy WebLinkAboutRESOLUTIONS-1987-046-R-8746-R-87 & RESOLUTION Authorizing the City Manager to Enter into an Agreement with the State of Illinois, Department of Transportation, for the Funding and Construction of a Viaduct under the CTA Elevated Tracks at Clark Street WHEREAS, the State of Illinois, acting by and through its Department of Transportation, has been authorized to spend $2,250,000 for the construction of a viaduct under the CTA elevated tracks at Clark Street; and WHEREAS, it is necessary for the City of Evanston to.enter into agreements with the State of Illinois to make it possible for the State to expend said funds on said project; and - • WHEREAS, the City of .Evanston has adopted a Tax Increment Financing District (TIF) which has programmed TIF funding of the Clark Street viaduct in the amount of $1.5 million and other related street, sewer and water improvements in the amount of $4.0 million; and WHEREAS, the current cost estimate of the viaduct and related sewer,"water, and street construction is expected to exceed the available State funding limit of $2.25 million by $690,000; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON: 0 SECTION 1: That the City Manager of the City of Evanston is hereby authorized and directed to negotiate and enter into an agreement with the State of Illinois Department of • Transportation to allow the Department to spend $2.25 million for the construction of the Clark Street viaduct and to award the construction contract. SECTION 2: That the Tax Increment Funds I programmed for infrastructure improvements, including the construction of the Clark Street viaduct, in Ordinances 152-0-84, 153-0-84 and 154-0-84 which.define and establish i i the TIF District, are hereby pledged and appropriated in the amount necessary to pay those i viaduct costs which exceed the $2.25 million available from the State. i SECTION 3: This resolution shall be in full force i and effect from and after its passage and approval in the manner provided by law.
