A RESOLUTION
Authorizing the City Manager
to Enter into an Agreement
with the Department of Central
Management Services of
the State of Illinois
WHEREAS, pursuant to Chapter 127, Section 63b119, Illinois Revised
Statutes, the State of Illinois Director of the Department of Central
Management Services may enter into agreements with any city to assist in the
administration of the City's personnel program on merit principles; and
WHEREAS, the City of Evanston administers an emergency services
and disaster program; and
WHEREAS, among the objectives of said emergency services and
disaster program, are to plan and coordinate the necessary intervention of
City services in the event of natural or man made disasters or emergencies;
and
WHEREAS, said Emergency Services and Disaster Agency is eligible
for State of Illinois Assistance as provided in Chapter 127, Section 63b119,
Illinois Revised Statutes;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK.000NTY, ILLINOIS:
SECTION 1: That the City Manager is hereby authorized and directed
to sign and the City Clerk is hereby authorized and
directed to attest on behalf of the City of Evanston an agreement by and
between the City of Evanston and the State of Illinois Department of Central
Management Services whereby the Department of Central Management Services
will provide the City of Evanston with assistance in the administration of
the City's personnel program on merit principles in the area of emergency
services. A copy of said agreement, marked as Exhibit A, is attached hereto
and incorporated herein by reference.

SECTION 2: The City Manager is hereby authorized and directed to
negotiate any additional condition.s on the agreement
herebefore described as may be deteremined to be in the best interests of
the City.

D M I N I S T'R A T I V E A G R E E M E N T
THIS AGREEMENT, ENTERED.INTO BETWEEN THE "FIRST PARTY", as hereinafter signed,
and the DEPARTMENT OF CENTRAL MANAGEMENT SERVICES OF THE STATE OF ILLINOIS, herein-
after called "SECOND PARTY", WITNESSETH:
1. That this agreement is made pursuant to and by virtue of Chapter 127,.Sec-
tion 63b119, Illinois Revised Statutes.
• 2. That SECOND PARTY agrees to furnish services and facilities of the Depart-
ment of Central Management Services of the State of Illinois to FIRST PARTY to
assist in the administration of the personnel program of FIRST PARTY on merit prin-
ciples, to wit: to.establish classifications and pay plans, and rules therefor and
to recruit, examine and certify employees appointed to positions of employment under
the supervision of the FIRST PARTY'S Emergency Services Coordinator. Appointments
to such positions will be made by FIRST PARTY.
3. In addition, SECOND PARTY agrees to furnish the following additional ser-
vices for such positions; to maintain classification plans, pay plans, rules and
personnel records, and to review and process payrolls relating to such positions,
and to certify on such payrolls whether or not the persons named thereon, have been
appointed and employed in, accordance with the provisions of the rules, classifica-
tion plan and pay plan established by.FIRST PARTY. .
4. SECOND PARTY, in addition to establishing merit system rules, further agrees
to interpret said.rules; also to hear grievances, disciplinary complaints, allocation,.
appeals, and to conduct such hearings as may be required to carry out these respon�
sibilities.
5. In consideration of the foregoing service, FIRST PARTY agrees to be bound
by and to accept any and all plans, rules and findings by SECOND PARTY, and to com-
ply with the findings, rules and regulations as presented. FIRST PARTY designates
the Illinois Emergency Services and Disaster Agency as its agent for purposes of
administration of the provisions of this agreement. SECOND PARTY shall be entitled
to rely upon the records and representations of said Agency as to the activities and
operations of FIRST PARTY.
• 6. The FIRST PARTY agrees to reimburse the SECOND PARTY, not less often than
semi-annually, for the reasonable cost of the services and facilities furnished as
determined by the Director of the Department of Central Management Services of the
State of Illinois. SECOND PARTY agrees that rates to be charged will be for actual
costs only, and that no profit is to accrue to SECOND PARTY, as a result of services
performed under the terms of this agreement.
