A RESOLUTION
Upon the Occasion of the Retirement of
Township Supervisor Arnold F. Winfield
WHEREAS, Arnold F. Winfield has served as Township
Supervisor of the Town of the City of Evanston since April,
1977; and
WHEREAS, Arnold F. Winfield, prior to his election to
the office of Township Supervisor served as Alderman of the
Second Ward of the City of Evanston during the years 1963 to
1977; and
WHEREAS, Arnold F. Winfield's contributions to the
City of Evanston during the'14 years he served as Alderman were
many and significant as enumerated in Resolution 23-R-77; and
WHEREAS, during his tenure as Township Supervisor he
made many noteworthy contributions to the well7being of
Evanston residents including, but not limited to, the
establishment of innovative programs that encourage and assist
General Assistance clients to obtain employment; the
establishment of out -patient medical care for General
i
Assistance clients through a contractual arrangement that i
i
assures quality care at a savings to the Evanston taxpayer; and
the .development of supportive social services that assist
i
General Assistance clients to overcome personal barriers to
becoming employed; and
WHEREAS, Arnold F. Winfield made numerous
improvements to the efficiency of the Township Office,
including, but not limited to, the establishment of a high
level of professionalism among the Township staff, and
computerization of Township Office records; and
WHEREAS, Supervisor Winfield has been a leader among
the Township officials of Illinois, working for legislative

` changes to improve the delivery of General Assistance

throughout the State, and by serving on an advisory committee

to the Illinois Department of Public Aid; and

i WHEREAS, during his tenure as Township Supervisor,

� Arnold F. Winfield has served the citizens of this city with

distinction, giving most liberally of his time, energy and
J j
ability;
j
NOW, THEREFORE, BE IT RESOLVED that the Town Board of
Trustees of the Town of the City of Evanston on behalf of
itself, the Mayor, City officials, Township officials and the
residents of this community, do hereby express great
j
appreciation to the Township Supervisor for his outstanding
service to the Town of the City of Evanston and regret the
occasion of his voluntary retirement as Township Supervisor.
