HomeMy WebLinkAboutRESOLUTIONS-1984-075-R-84b 9/ 18/84 75-R-84 A RESOLUTION Approving the City of Evanston's Annual Update to the Housing Assistance Plan and Authorizing the City Manager to Submit Said Annual Update to the United States Department of Housing and Urban Development WHEREAS, the Evanston City Council, with the passage of Resolution 2-R-84,did approve the 1984 program for Community Development Block Grant Entitlement Funds and did direct the City Manager to file said program with the United States Department of Housing and Urban Development; and WHEREAS, the United States Department of Housing and Urban Develop- ment requires that each recipient of Community Development Block Grant funds submit an annual update no later than September 30 of the calendar year; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Evanston, Cook County, Illinois, that the City Manager is authorized to submit the annual update of the Housing Assistance Plan marked as Exhibit A attached hereto and incorporated herein by reference to the United States Department of Housing and Urban Development; BE IT FURTHER RESOLVED that the City Manager is further authorized to make such additions or deletions on said update as may be necessary. This resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. ATTEST: da,c� , I- Ltz City Clerk Adopted: 1984 v The City of Evanston has decided to participate in the Department of Housing & Urban Development's Rental Rehabilitation program during the coming year. Once the application has been approved by HUD the City will have an allocation of $76,000. The federal regulations for this program require a building owner to • spend between $600 and $5,000 of rental rehabilitation program money per unit. These regulations also require 100% (through HUD may lower to 70%) of the tenants in buildings assisted under this program to be lower income families. If the City spends its entire allocation it may assist between 15 and 125 units. The City estimates that at least 15 lower income families will benefit under this program. The City of Evanston presently has $153,000 of Community Development Block Grant money allocated to multi -family rehabilitation. Under new guidelines being developed by the City, but not yet completed, a maximum of $7,000 per unit of CDBG money may be spent. At least 51% of an individual building's tenants must be lower income families in order for that building to participate in the program. If the City spends its entire allocation it may assist a minimum of 21 units. It estimates that at least 21 lower income families will benefits under this program. The City of Evanston currently operates a single family rehabilitation program. There is no minimum amount of money that must be spent per unit. However, under the program guidelines the property owner must be part of a lower income family.
