HomeMy WebLinkAboutRESOLUTIONS-1984-070-R-848/27/84 • 70-R-84 A RESOLUTION WHEREAS, cable communications is an essential information techno- logy; and WHEREAS, the cable system operates as a de facto monopoly in Evanston utilizing locally -owned public rights -of -ways; and WHEREAS, the City of Evanston properly holds the authority and responsibility to develop public communications policies and to negotiate and enforce cable franchise on behalf of its citizens; and WHEREAS, federal cable legislation is again being considered by the United States Congress; and WHEREAS, H.R. 4103 represents an important compromise between representatives of the National Cab le Television Association, the National I League of Cities, and the United States Conference of Mayors; and WHEREAS, H.R. 4103 reflects a fair and balanced approach to national cable policy which provides essential protection for the interests of cities, consumers, and cable operators; and WHEREAS, the establishment of national cable policy is Congress' responsibility, not the responsibility of the courts and the FCC; and WHEREAS, enactment of H.R. 4103 is necessary to establish a stable regulatory framework under which the rights of cities and cable operators are clearly defined; and WHEREAS, H.R. 4103 is necessary to ensure that existing franchises remain enforceable and to eliminate burdensome litigation. NOW THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of Evanston to urge Congressional support of H.R. 4103; BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to transmit a copy of this resolution to the House Energy and Commerce Committee Chairman, John Dingell, and Committee Representatives Tom Corcoran, Edward Madigan and Cardiss Collins; Congressman Sydney Yates; and Senators Alan Dixon and Charles Percy.
