A RESOLUTION
Approving the Amended 1984
Community Development Program
For Funds Under Title I of'
• the Housing and Community Development Act
of 1974 as Amended
WHEREAS, the Congress of the United States did pass the Housing and
Community Development Act of 1974, which is known as.Public"Law 93-383 the
Housing and Community Development Act of 1977 (Public Law 95-128), the Omnibus
Budget Reconcilation Act of 1981 (Public Law 97-35), and the Housing and Urban
Rural Recovery Act of 1983 (Public Law 98-181).
WHEREAS, Title I of the Act makes block grants available for certain
housing and community development activities; and
WHEREAS, the City of Evanston is an "entitlement city" by definition
and as such, is eligible for such funds; and
• WHEREAS, the Housing and Community Development Act Committee consi-s-
ting of alderpersons and citizen members has been formed to draft a program for
the City of Evanston; and
WHEREAS, this Committee met on numerous occasions, conducted three (3)
public hearings and completed its recommendations for the 1984 Community Develop-
ment Program; and
WHEREAS, the Evanston Cftj.Council with the passage of City Resolutior
2-R-84 did approve a program of activities in January, 1984, and did authorize
the C i ty' to, subni t such ap,pl i cation 'to the; Department of Housing and. Urban
Development; and
WHEREAS, the City of Evanston was notified by HUD not to submit its
application on January 31, 1984 as previously prescribed pending further in-
structions from said Department; and

WHEREAS, the City of Evaristo'n has been notified of• a revised estimates
entitlement amount ($1,836,000) and of available metropolitan funds in the
• amount of $60,129; and
WHEREAS, the Department of Housing and Urban Development has announces
that applications may now be submitted and that said application must include
said additional funds in programmed activities; and
WHEREAS, certain amendments subsequently have been made to said pro-
gram, including: a real location, of additional entitlement and metropolitan funds
to the'Uhspecified.Local O-p,tion component; and
WHEREAS, it had also become necessary to allocate funds ($3,200) from
said Unspecified Local Option component to provide funding for a new activity,
the 1984 Graffiti Removal Program; and
• WHEREAS, reallocation of said funds would require that the City of
Evanston's 1984 Community Development Block Grant program be amended; and
WHEREAS, the Housing and Community Development Act Committee did con-
duct public meetings on February 7, and March 1, 1984 to hear public opinion on
said reallocations according to the Community Development Citizen Participation
Plan;
NOW, THEREFORE, BE IT RESDLVED, that the City Council of the City of
Evanston, Cook County, Illinois, hereby approves the attached amended program
(marked as Exhibit A and incorporated herein by -reference) -for Community De-
velopment Block Grant funds under Title I of the:Housing:and Community Develop-
merit Act of 1974 and directs that this amended program be filed on its behalf;

BE IT FURTHER RESOLVED, that the City Manager of the City of
Evanston is hereby designated the authorized representative of the City of
Evanston to act in connection with the program and all additional documentation
and revisions as may be required to obtain funds under the Housing and Community
Development Act of 1974;
BE IT FURTHER RESOLVED, that the City Manager of the City of Evanston
is hereby authorized to transmit the contents of said program in the form pre-
scribed by the United States Department of Housing and Urban Development and to
provide said Department with revisions or additional information as may be
required and to take the necessary actions and to enter into the necessary
agreements in order to implement the aforementioned 1984-85 Community Develop-
ment Block Grant Program.
