HomeMy WebLinkAboutRESOLUTIONS-1984-011-R-841/23/84 11-R-84 A RESOLUTION i Creating an "Affirmative Action Plan" Directed Toward the Utilization of Lower Income Evanston Residents, Evanston • Small Businesses and Minority Businesses in the Implementation of the 1984,85 Community Development Block Grant (CD BG) Program i WHEREAS, the City of Evanston will apply for. and is -expected to receive a 1984-85 Community Development Block Grant from the U.S. Department 4. of Housing and Urban Development (HUD" and i WHEREAS, the City Council of the City of Evanston did authorize and direct the City Manager to sign all necessary certifications and assurances in applying for said block grant and allocation pledging that Evanston will conduct the program in conformity with Title VI of the Civil Rights Act of 1964 (Pub. L.88-352);Title VIII of the Civil Rights Act of 1968 (Pub. L;g0-284); Section 109 of the Housing and Community Development Act of 1974, as amended; Executive Order 11246, Executive Order 11063, and Executive Order 11625; and WHEREAS,, the Community Development Block Grant assurance requires among other things, that.the City of Evanston comply with 24 CFR Part 135, Employment Opportunities for Businesses and Lower Income Persons in Connection with Assisted Projects and Utilization of Minority Businesses; and WHEREAS, 24 CFR Part 135 directs the'City of Evanston to develop a "Section 3 Affirmative Action Plan" which identifies the maximum feasible use of lower income Evanston residents and eligible business concerns which lqualify as small under the small business size standards of the Small Business Administration in the implementation of its grant program; and WHEREAS, Executive Order 11625 mandates increased utilization of minority businesses, and the U. S. Department of Housing and Urban Development • (HUD) has recommended the adoption of goals for participation by minority business enterprises in the implementation.of the 1984-85 Community Development Block Grant Program (March 1, 1984 - February 28, 1985); and • CJ 1/23/84 i! 11-R-84 I� i i, WHEREAS, the Housing and Community Development Act Committee in an effort to assure community participation in the development and implementation I� j of the Affirmative Action Plan did hold a public hearing on February 7, 1984, 11 to receive citizen comments in the development of said Plan; and !1 WHEREAS, the Housing and Community Development Act Committee recommends the adoption of the 1984-85 Affirmative Action Plan; NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Evanston, Cook County, Illinois, that the following program referred to as the I Tenth Year Community Development Section 3 Affirmative Action Plan is hereby directed to carry out said program: TENTH YEAR COMMUNITY 'DEVELOPMENT BLOCK GRANT SECTION..3 AFFIRMATIVE ACTION PLAN I. EMPLOYEES �i The positions to be funded by the City of Evanston's Tenth Year j Community Development Block Grant (CDBG) Program will be to the fol.lowing I agencies and for the general purposes outlined below: jCITY OF EVANSTON: jCDBG Program Administration - to provide general grant management: i !' - 1 Coordinator, CDBG Program - 3 CD Planners - 1 Planning Aide it - 1 Planning Intern - 1 Clerk Typist II - 30% for Assistant to the City Manager.(Economic Development) •30%:fnr Economic Development Planner !! Rehabilitation and Property Maintenance - To provide administrative support for the housing rehabilitation and property maintenance program. - Director of Rehabilitation and Property Maintenance (50%) I. ' - Clerk -Typist II (14%) I� - .Secretary II (70%) 'i f 1/23/84 11-R-84 f 1 City Housing Rehabilitation - To provide administrative support for the City Housing Rehabilitation Program. - 1 Housing Finance Specialist i . - 2 Rehab Construction Specialists - 1 Clerk -Typist II i Emergency Assistance Services - To provide emergency housing services. - 1 Coordinator - 2 Caseworkers - 1 Clerk -Typist Housing Planner Program - To coordinate City .housing programs and develop the Housing Assistance Plan: - 67% for Housing Planner - 1 Clerk Typist II i Code Enforcement - To provide multi -family housing inspection services. - 1 Property Standards Inspector II • - 1 Secretary II (30%) i Energy - To promote the implementation of the Evanston Energy Plan for the j Eighties. - 1 Energy Outreach Coordinator • The recruitment and hiring of the aforementioned personnel shall be performed in accordance with the City of Evanston's Affirmative Action Program i and Equal Employment Opportunity Commission (EEOC) guidelines. In addition, � s agencies receiving the City of Evanston 1984-85 Community Development Block I Grant shall be required to develop certain policies in accordance with Resolution 24-PR-79 adopted by the City Council of the City of Evanston, on May 14, 1979. II. Evanston establish a maximum goal of $463,447`by which minority business will participate in the Community Development Block Grant Program for the 1984-85 year, 1/23/84 �. 11-R-84 III. BUSINESS UTILIZATION In order to reach the goals and objectives of Evanston's Affirmative ,Action Program the following steps will be taken: • A. The City Manager and/or his designate is hereby authorized to • • seek advice, counsel and assistance of all qualified agencies, public or private in the administration of Evanston Affirmative Action Program. B. All departments of the City involved in the solicitation of services for the Community Development Block Grant Program and the Emergency Jobs Bill Program shall notify the Evanston Review and Dodge Reports, the appropriate businesses listed on .the registry of small Evanston businesses and any additional resources which become available. C. Each activity will be reviewed to determine if the total activity or a component could be designated for a small or minority business enterprise. D. All bids shall contain the following: 1) A Certification of Title I, Chapter 12 of the Evanston City Code, 1979, the.Fair Employment Practices Ordinance; 2) A Certification of Bidder Regarding Equal Employment Opportunity in accordance with Executive Order 11246; and 3) A Certification of Bidder Regarding Employment Opportun- ities for Project Area Businesses and Lower Income Persons. E. The administrative.departments of the City shall cooperate with all agencies, public and private, formed for the purpose of assisting eligible Evanston small.and/or minority business con- cerns including but not limited to the preparation and sub- mission of bids for services. F. The office of the City Manager of the City of Evanston in con- junction with the Housing and Community Development Act Com- mittee of the City Council of the City of Evanston shall be charged with responsibility for implementation and procedural development of the aforesaid policy. 1/23/84 11-R-84 This resolution shall be in full force and effect from and after • hits passage and approval in the manner provided by law.
