HomeMy WebLinkAboutRESOLUTIONS-1983-064-R-83• 64-R-83 A RESOLUTION .Supporting the Concept of Increasing the Public Service Expenditure Limit of the Community Development Block Grant Program WHEREAS, the Housing and Community Development Act of 1974 was created to promote."the development of viable urban communities, including decent housing and a suitable living environment and expanding economic opP10 tunities, principally for persons of low and moderate'inceme", and; WHEREAS,, the City of Evanston has, since 1975, actively participated in the Community Development Block Grant Program established.under the Housing, and Community Development Act'of 1974, and; WHEREAS, the City of Evanston actively supports the concept of local discretion in community development planning and funding allowed under the Community Development Block Grant Program, and; • WHEREAS, since 1975 the City has funded a variety of community develoF- ment projects including housing rehabilitation, economic development,. capital improvements and public services, and; WHEREAS, the City recognizes the need to fund public service programs that support and complement other community development projects in the target areas, and; WHEREAS, within recent years severe federal budget,.cutbacks have reduced the availability of funds for public service programs thereby creating greater competition for such funds within the Community Development Block'Grant Program, and; WHEREAS, public service expenditures within said program are limited • by federal statute to 10% of the annual entitlement amount received by the City, and; 64-R-83 WHEREAS, the United States House of Representatives through their approval of HR I proposes an increase in the level "of public service expend'i.- tures through the Community Development Program to 20% of the annual entitle- ment amount received by the City, and; ` WHEREAS:,.such a change would allow the City greater flexibility.in' programming Community Development Block Grant funds for needed public servi'r.eS;.., NOW, THEREFORE; BE IT RESOLVED,.that the City df Evanston City Council by this resolution supports the proposal to incr.ease•the public service expen- diture limit to 20.% of the annualentitlement, as would be allowed under HR`I,. and transmits this resolution to the United States Senate; BE IT FURTHER RESOLVED, that the City of.
