WHEREAS, the City of Evanston did apply for and receive a 1983-84 lCommunity Development Block Grant and a 1983 Emergency Jobs Bill allocation lifrom the U.S. Department of Housing.and Urban Development; and WHEREAS, the City Council of the City of Evanston did authorize and `direct .the City Manager to sign all necessary certifications and assurances in i; 'i ;applying for said block grant and.allocation pledging that Evanston will conduct 0 e programs in conformity with Title VI of the Civil Rights Act of 1964, Title VIII of the Civil Rights Acts of 1968, Section 109 of the Housing and ! Community Development Act of 1974, as amended, Executive Order 11246, Executive i I; 'Order 11063, and Executive Order 11625; and WHEREAS, the Community Development Block Grant and the Emergency j i (Jobs Bill assurance requires among other things, that the City of Evanston 'comply with 24CFR Part 135, Employment Opportunities for Businesses and Lower ;Income Persons in Connection with Assisted Projects and Utilization of Minority I i, ,Businesses; and i ! i I. WHEREAS, 24CFR Part 135 directs the City of Evanston to develop a i ','Section 3 Affirmative Action Plan" which identifies the maximum feasible use ! of lower income Evanston residents and eligible business concerns which qualify las small under the small business size standards of the Small Business ii ;Administration in the implementation of its grant program; and I1 WHEREAS, Executive Order 11625 mandates increased utilization of •minority businesses, and the U.S. Department of Housing and Urban Development !I (HUD) has recommended the adoption of goals for participation by minority business enterprises in the implementation ofthe 1983-84 Community Development Block Grant Program (July 1, 1983-February 29, 1984) and the 1983 Emergency Jobs Bill Program; and 49-R-83 jWHEREAS, the City of Evanston in an effort to assure community par- I ticipation in the development and implementation of the Affirmative Action Plan • did schedule a public meeting to develop an Affirmative Action Plan; ; I z NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS, that the following programs referred to as the i' �li.nth Year Community Development Section 3 Affirmative Action Plan and the 1983 Emergency Jobs Bill Section 3 Affirmative Action Plan are hereby approved and the City Manager is hereby directed to carry out said programs: {i NINTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT it AND 1983 EMERGENCY JOBS BILL ! 1 SECTION 3 I AFFIRMATIVE ACTION PLAN, II. .I Employees i{ +I The positions to be funded by the City of Evanston's Ninth Year Community i; �i Development Block Grant (CDBG) Program will be to the following agencies and for the general purposes outlined below: CITY OF EVANSTON: I! Business Utilization ii I' In order to reach the goals and objectives_of Evanston's Affirmative Action Program the following steps will be taken: 'i A. The City Manager and/or his designate is hereby authorized to seek advice, counsel and assistance of all qualified agencies, public or private in the administration of Evanston's Affirmative Action Program. �I Ij ii I� li I; i I -5- 1� li 48-R-83 B. All departments of the City involved in the solicitation of services for the Community Development Block Grant Program • and the Emergency Jobs Bill Program shall notify the Evanston Review and Dodge Reports, the appropriate businesses listed on the registry of small Evanston businesses and any additional resources which become available. C. Each activity will be reviewed to determine if the total activity or a component could be designated for a small or minority b.usiness enterprise. D. All bids shall contain the following: 1) A Certification of Title. I, Chapter 12 of the Evanston City Code, 1979, the Fair Employment Practices Ordinance; 2) A Certification of Bidder Regarding Equal Employment Opportunity in accordance with Executive Order 11246; and 3) A Certification of Bidder Regarding Employment Opportunities • for Project Area Businesses and Lower Income Persons. • E: The administrative departments of the City shall cooperate with all agencies, public and private, formed for the purpose of assisting eligible Evanston small and/or minority business con- cerns including but not limited to the preparationand submission of bids for services. F.
