A RESOLUTION
Relating to the Noyes Court Senior Citizens
Housing Construction and Resulting Citizen Concern

WHEREAS, the City of Evanston has as its stated objective the
construction of low cost federally subsidized housing for the elderly; and 1

WHEREAS, the City participated fully in the selection of the -Noyes E
Court site through zoning change and contribution of City property; and
WHEREAS, the owners of adjacent and nearby properties were assured
that the construction would be carried forward with the least possible dis-
turbance to residents and that aesthetic features such as trees and brick -
surfaced street would be'preserved; and
WHEREAS, the Cook County Housing Authority has permitted the use
of a site preparation technique known as soil compaction which involves

dropping a six-ton weight approximately 6000 times; and

WHEREAS, this technique has caused home owners grave concern about
potential structural damage to buildings;
NOW, THEREFORE, BE.IT RESOLVED that the City, in recognition of
its responsibility to citizens who are affected by the execution of a City -
authorized project shall continue to take every precaution to insure that
the long-term impact on neighboring houses and buildings is at the most
minimal level possible with the aim of maintaining their structural.viability;,
and
BE IT FURTHER RESOLVED that the City shall continue its increased
monitoring of the project to insure that conditions specified to the
contractor are in fact carried out by equipment operators.
