A RESOLUTION
Approving the Amended 1983
Community Development Program
For Funds Under Title I of
the Housing and Community Development Act
of 1974 as Amended

I
WHEREAS, the Congress of the United States did.pass the Housing and
lCommunity Development Act of 1974, which is known as Public Law 93-383; and
WHEREAS, Title I of the Act makes block grants available for certain
housing and community development activities; and
WHEREAS, the City of Evanston is an "entitlement city" by definition
and as such, is eligible for such funds; and
WHEREAS, the Housing and Community Development Act Committee consis-
ting of alderpersons and citizen members has been formed to draft a program for
the City of Evanston; and
WHEREAS, this Committee met on numerous occasions, conducted three
11(3) public hearings and completed its recommendations for the 1983 Community
;Development Program; and
WHEREAS, the Evanston City Council with the passage of City Resolutio
8-R-83 did make certain amendments to said program;
WHEREAS, certain amendements have subsequently been made to said
tprogram;

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of !

j'Evanston, Cook County, Illinois, hereby approves the attached amended program
for Community Development Block Grant funds under Title I of the Housing and Community Development Development Act of 1974 and directs that this amended program be filed
on its behalf;

BE.IT FURTHER RESOLVED, that the City Manager of the City of Evanston
is hereby designated the authorized representative of the City of Evanston to
• act in connection with the program and all additional documentation and re-
visions as may be required to obtain funds under the Housing and Community.

Development Act of 1974;

BE IT FURTHER RESOLVED, that the City Manager of the City of Evanston
is hereby authorized to transmit the contents of said program in the form pre-
scribed by the United States Department of Housing and Urban Development and to
provide said department with revisions or additional information as may be
required and to take the necessary actions and to enter into the necessary
jagreements in order to implement the aforementioned 1983-84 Community Develop-
I ment Block Grant Program.
