A RESOLUTION
To Amend Resolution 2-R-81:
To Reorganize the Economic Development
Committee in the City of Evanston
WHEREAS, a reorganized Economic Development Committee was established
by Resolution 2-R-81 on April 27, 1981; and
WHEREAS, Ordinance 11-0-83 provided for the assignment of the
Business District Redevelopment Commission to the City was approved by the
City Council on March 21, 1983;
WHEREAS, the City Council of the City of Evanston does find and
declare that in order for the Economic Development Committee to fulfill its
duties and discharge its obligations that Resolution 2-R-81 should be amended:
N3W, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
A. That the duties and obligations of the Economic Development
Committee shall be amended so that the Economic Developmen
Committee is designated and empowered to act in an advisory capacity to Zhe
City Council on matters of business district redevelopment.
B. That said advisory capacity shall include but not be limited
to the following:
1. To review and make recommendations concerning all
redevelopment proposals, provided that nothing herein
"shall be construed to prevent the sponsor of a rejected
proposal from petitioning City Council directly,
2. To use resource persons for assistance and advise on
specific proposals for consideration by the Committee,
3. To gather and disseminate appropriate information
regarding the economic vitality of the City.
C. That the by-laws of the Economic Development Committee
• shall be amended to include, but not be limited to the
following:
1.
That the Economic Development Committee shall consist
of nine members, five of which shall be Aldermen;
one of which shall be a representative of the Plan
Commission; one of which shall be a representative
of either the Zoning Amendment Committee or the
Zoning Board of Appeals; two of which .shall be
citizens at large..
2.
All members of the Committee shall be appointed by
the Mayor in accordance with normal procedures of
such appointments. Aldermanic positions on the
Committee shall be filled" following each municipal
election. Citizens at large positions on the
Committee shall be filled in May.

The Chairman of the Committee shall be appointed by
the Mayor. Said Chairman shall be an Alderman,

Aldermen shall be appointed to the Committee for a
term of two years, Provided said Alderman retains
elective office, they may be reappointed to additional
two year terms, without limit, at the discretion of
the Mayor,
5.
;,Citizens at large shall be appointed.to the Committee
for a term of three years, and may be reappointed for
one additional "three year term.

Citizens representing the Plan Commission and the
Zoning Board of Appeals or the Zoning Amendment Committee
shall serve concurrent to their respective term on said
advisory bodies,

7. Upon the resignation of any member of the Committee,
• the Mayor shall appoint a replacement to 'serve the
remainder of the unexpired term. If such a term
shall have less than two (2) years remaining, and if
the vacancy to be filled is that of a citizen member
of the Committee, the citizen appointed may be
reappointed at, the end of the unexpired term for
up to two additional three year terms.
D. That membership of said Economic Development.Committee shall
temporarily increase to include those members of the Business
District Redevelopment Commission who choose to serve until
their resignation or such time as the expiration of their
respective term of membership on the former Business District
Redevelopment Commission. At the termination of each
individual's respective term of membership, the membership
0 of the Economic Development Committee shall continue to be

diminished until it consists of nine (9) persons as specified
herein.
