A RESOLUTION
f Establishing By-laws for the Housing and
Community Development Act Committee
WHEREAS, the Housing and Community Development Act Committee was
;originally established by action of the City Council of the City of Evanston
,on October 28, 1974; and

WHEREAS, the primary objective of the Community Development Block
'Grant Program is the development of viable urban communities, including decent
housing and a suitable living environment and expanding economic opportunities
;;for persons of low and moderate income; and
WHEREAS, the City Council of the City of Evanston believes that the

;;continued redevelopment, conservation and enhancement of Evanston's neigborhoods
through housing rehabilitation, economic development, capital improvements and
,t ,
;the provision of social services is essential to the fulfillment of this ob-
jective and to the overall health, safety and welfare of the community; and

WHEREAS, under the direction of the Housing and Community Development
Act Committee, the City of Evanston's Community Development Block Grant Program
'has provided such program of neighborhood redevelopment, conservation and en-
;hancement, in the City's two target areas, Main/Ridgeville Neighborhood Strategy
'Area and Church/Dodge Neighborhood Strategy Area; and
WHEREAS, the City Council of the City of Evanston does find and de-
clare that in order for the Housing and Community Development Act Committee to
;,"better fulfill its duties and discharge its obligations that a formal set of
by-laws shall be established;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Evanston that the following by-laws of the Housing and Community Development
• Act Committee are established:
A. This Committee shall consist of eight members, four of which
shall be aldermen of the Evanston City Council, and four of
which shall be citizens -at -large.

B.
It shall be the Policy of the City of Evanston to attempt
to appoint Committee members from among those aldermen
and citizens who reside in wards representing the two i
•Neighborhood
Strategy Areas - Main/Ridgeville and Church/It
Dodge. In no instance, however, shall the membership of
the Committee be comprised of less than two aldermen and
two citizens who reside in wards representing said Neigh-!
borhood Strategy Areas.

At least one member of the Committee shall also be a i
member of the Evanston Plan Commission.
D.
All members of the Committee shall be appointed by the
Mayor, in accordance with normal procedures of such ap-
pointments. Aldermanic positions on the Committee shall
be filled following each municipal election. Citizen -at -
large positions on the Committee shall be filled in May.
E. The Chairman of the Committee shall be appointed by the
Mayor. Said Chairman shall be an alderman.
F. Aldermen shall be appointed to the Committee for a term
of two years. Provided said aldermen retain their elec-
tive office, they may be reappointed to additional two
year terms, without limit, at the discretion of the Mayor.
G. Citizens shall be appointed to the Committee for a term
of three years, and may be reappointed for one additional:
three year term.
• H. Upon the resignation of any member of the Committee, the
Mayor shall appoint a replacement to serve the remainder
of the unexpired term. If such term shall have less than
2 years remaining, and, if the vacancy to be filled is
that of a citizen member of the Committee, the citizen i
appointed may be reappointed at the end of the unexpired
term for up to two additional three year terms.

BE IT FURTHER RESOLVED, that the responsibilities and duties of the
,Housing and Community Development Act Committee shall be as follows:
A. To provide advice and recommendations to the City Council on
the goals, objectives and overall policy direction of the Com-
munity Development Block Grant Program.
i. B. To make recommendations to the City Council on the use and
appropriation of Community Development Block Grant funds.
C. To monitor the progress and performance of all Community De-
velopment Block Grant funded programs and projects, and where
appropriate, suggest changes in the scope or direction of such
programs and projects.
D. To initiate such studies and reports as are necessary and ap-
propriate for the effective operation of the Community Develop
ment Block Grant Program.
E. To conduct such public hearings as are required and deemed
necessary for the gathering of information and ideas related
to the Community Development Block Grant Program; and
BE IT FURTHER RESOLVED, that in order to carry out its duties and
responsibilities the Housing and Community Development Act Committee shall have
the following powers:
A. To request from the Community Development staff such assistance
as may be required in carrying out its duties.
B. To invite the advice and assistance of persons having special
knowledge, experience or interest in the needs or problems
which are receiving consideration by the Committee.
C. To request from the City Council such appropriations of Com-
munity Development Block Grant funds as may be necessary for
the employment of consulting services deemed appropriate for
carrying out the duties required by this Resolution.
