A RESOLUTION
Upon the Occasion of the Resignation of
City Manager Edward A. Martin
WHEREAS, Edward A. Martin.has served the City of Evanston as City
Manager from 1971 through 1982 and before that as Assistant to the City
Manager and Acting City Manager from 1968 through 1971 and;
WHEREAS, Edward A. Martin has served the City Council and citizens
of Evanston and many other civic and professional groups with the highest
degree of dedication and has given most liberally of his time, ability and
energy; and
WHEREAS, Edward A. Martin has demonstrated an extensive and
thorough understanding of municipal finance; and
WHEREAS, Edward A. Martin has been a progressive force for
Affirmative Action throughout the City; and
WHEREAS, Edward A. Martin has effectively directed and administered
a City work force of over eight hundred employees; and
WHEREAS, Edward A. Martin has established within the City a program
for long and short range economic development; and
WHEREAS, Edward A. Martin has been involved in and responsible
for the development of many new facilities, programs, and services that
have enhanced and improved the City such as:
A. Advocating and directing the implementation of home rule powers
granted under the 1970 Illinois Constitution;
B. Achieving in 1974 and continually maintaining a AAA Bond rating
for the City;
C. Administering the acquisition, development and enrichment of
recreation and park areas including the lakefront, South Boulevard
Beach, Lovelace Park, twenty-four neighborhood parks, the Robert Crown
Ice and'Community Center, the Chandler Leisure Center, the Ecology
Center, and the Levy Center;
D. Negotiating a forty -year contract for the sale of water to the
North West Water Commission;
E. Developing and implementing a capital improvement program to
rehabilitate the water facility;

F. Successfully obtaining and actively directing governmental grants
including revenue sharing funds, community development block grants i
and Department of Interior grants;

G. Centralizing municipal services at the Evanston Civic Center and
the Municipal Service Center.

H. Coordinating the delivery of effective public health and human j
services for the City through the establishment of the Department of
Health and Human Services;

I. Implementing the City Council Program for the total replica
replacement of the City street lighting system;
J. Administering the establishment of a housing rehabilitation
program and coordinating the construction of rental housing for the }
If elderly and scattered site Section 8 housing within the City;
K. Providing the leadership to encourage an active redevelopment
E` program for the downtown area and facilitating the development of the
American Hospital Supply Building;
L. Implementing a long range Capital Improvement Program to meet a

j� number of the City's long neglected needs;
M. Developing a successful risk management and employee safety program
is
N. Negotiating fair and equitable contracts through collective
bargaining.
NOW, THEREFORE, be it resolved that the City Council on behalf of ±

itself, the Mayor, the City officials, and the residents of this community
on the occasion of the resignation of Edward A. Martin, as City Manager of
the City of Evanston, in recognition of his fine and extraordinary service,
his dedication to his office and to all the residents of the City of Evanston,;
and in recognition of his talents and unstinting energy in serving the
City Council and rendering invaluable assistance and advice, to the Mayor
and Aldermen,the City staff and many groups in the City of Evanston, does
hereby express its sincere appreciation to Edward A. Martin.
BE IT FURTHER RESOLVED that this resolution be,and is hereby made
a part of the permanent records of the City of Evanston and that a copy,
executed by the Mayor and attested by the City Clerk, be forwarded to
Edward A. Martin.
