A RESOLUTION
Authorizing the City Manager to Execute a
Letter of Understanding with the Illinois
Department of Transportation for Improving
the Three Approach (West, East and South)
Intersection of Sheridan Road and Isabella
Street.

WHEREAS, the Illinois Department of Transportation is desirous of
i
improving the three approach (west, east, south) intersection of Sheridan Road
and Isabella Street; and
WHEREAS, it is in the best interests of the City of Evanston that
said improvement be constructed; and
i
WHEREAS, the terms and conditions for the construction of said
improvement are as set forth in the Letter of Understanding marked as
Exhibit A and attached hereto,
NOVJ,.THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
..EVANSTOfJ, COOP, COUNTY, ILLINOIS, that the City Manager is hereby authorized

to execute the Letter of Understanding marked as Exhibit A and attached

hereto, for the construction of an improvement.at the three approach (west,
east, and south) intersection of Sheridan Road and Isabella Street by the
�I Illinois Department of Transportation and to.take such other steps as are
necessary to implement said Letter of Understanding.

Dear Mayor Lytle:
The State is desirous of improving the three -approach ('erest, east,
and south). intersection of Sheridan Road, Isabella Street and Lake-
view Court (F.A.U. Route 1270, State Section 112B-I(81), by remov-
ing and replacing the existing (2 @ 13' traffic lanes plus 10'
painted median) 4iest approach (Sheridan Road/Isabella Street) and
the south approach (Sheridan Road), thereby lowering the south and
west approaches, to afford a suitable pavement cross section for
Sheridan Road mainline northbound to westbound left -turn traffic
movement including all work necessary to complete the improvement
in accordance with the approved plans and specifications.
In order that the State and City may benefit by this proposed im-
provement we are requesting concurrence with the following:
1. The State will make all surveys, prepare plans and specifi-
cations, receive bids and award the contract, furnish engi-
neering inspection during construction and cause the improve-
ment to be built in accordance with the plans, specifications
and contract. The State will pay for all surveys, construction
and engineering costs.
2. West and south approaches will to closed during construction
(spring or late summer) with through traffic being detoured
via Central Avenue and Ridge Ro.,d, with the State providing
and maintaining signing .and barricades and the City providing
all lane markings along the detour. No detour will be in effect
during the month of July.or during the fall -season when classes
resume at Northwestern University.

3. The City will notify all residents in.the Northeast Qgadrant"
.prior to the contractor beginning work on the proposed im-
provement regarding the anticipated inconveniences during
construction.
4. Upon completion.of the improvement:
The State will maintain along Sheridan Road/Isabel.la Street
within the limits of the improvement, the median, the through
traffic lanes and the curb and gutter adjacent to the traffic
lanes. The State will be responsible for maintenance .of lane
line and median line markings.
The City will maintain along Sheridan Road/Isabella Street
within the limits of the improvement, those portions of the
improvement not maintained by the State, including sidewalks,
manholes, catch basins, parkways, storm sewers, utilities and
appurtenances. The City will be responsible for the mainten-
ance of crosswalk and stopline markings.

The State will cause private utilities to be relocated at no

expense to the State or City. Where a municipal utility has
been installed (1) on right of way acquired by the Illinois
Department of Transportation or (2) within defined limits of
a route the Illinois Department of Transportation has accepted
for maintenance responsibilities, subsequent to the date of
such acceptance the municipality will bear all utility relocation
or adjustment costs made necessary by the construction of this
improvement.
6.
The City will adopt and put into effect the following ordinances:
a. Parking will be prohibited within the limits of the im-
provement.
b. Storm sewer, sanitary sewer and industrial waste water
connections into any drainage facility constructed as
part of this improvement are prohibited.
C. Encroachments will be prohibited.
d. Plan approval (letter will be satisfactory).
This
Letter of Understanding shall become null.and void in the event
the
contract covering the construction is not awarded by July 1, 1984.

Approval of this Letter of Understanding shall be considered as
concurrence with and acceptance of the terms contained herein and
shall be binding upon. and inure to the.benefit of the parties here-
to, their successors and assigns.
