A RESOLUTION
Recommending That Evanston's United States Senators
and Representatives Oppose Federal Budget Reductions
in Services for Lower Income Persons and Related Programs.
WHEREAS, since the enactment of the Social Security Act in 1935,
and of subsequent social legislation up to the present time, this nation
has affirmed its commitment to a decent standard of living, to basic
human and civil rights, and to the health and welfare of every citizen;
and
WHEREAS, the programs arising from these legislative acts protect
children, elderly, disabled, disadvantaged and unemployed persons and
alleviate the effects of poverty, unemployment and discrimination such
as hunger and malnutrition, poor health care and inadequate housing; and
WHEREAS, the Administration and Congress have approved a broad
framework of budget cuts in human service programs; and
WHEREAS, Illinois and Evanston could lose thousands of jobs and
0 hundreds of millions of dollars in revenues for critical services and
these services and jobs could not possibly be restored through locally
raised revenues; and
WHEREAS, the children, the elderly, the disabled, the disadvantaged,
and the unemployed persons in Evanston and throughout Illinois could suffer
unduly as a result of human service program budget cuts; and
WHEREAS, hundreds of votes within various Congressional Committees
are yet to be taken in connection with the plan of cutting back and/or
eliminating the above social and human caring programs; and
WHEREAS, the tax money not spent on these human service programs
is in fact slated to be spent increasing the military budget items; and
• WHEREAS, such military spending is Expected to be far more infla-
tionary than comparable social program spending because of the rapid
turnover in the economy of money spent on those in need; and
WHEREAS, the majority of Illinois and Evanston citizens,
especially those on a fixed income, will no longer receive adequate
government help, and can ill afford increased inflation;
NOW, THEREFORE, BE IT RESOLVED that the Evanston City Council
0 respectfully asks Senators Percy and Dixon and Representative Porter to
oppose budget cuts in critical human service programs for the purpose of
increasing military spending.
BE IT FURTHER RESOLVED that the Evanston City Council respect-
fully asks Senators Percy and Dixon and Representative Porter to care-
fully consider the dire effects of drastic budget cuts in programs which
provide food, shelter, medical, legal and handicapped services for
disadvantaged persons.
BE IT FURTHER RESOLVED that copies of this resolution be sent to
the entire Illinois Congressional Delegation and to President Ronald
Reagan.
