A RESOLUTION
Requesting that the Illinois Commerce
` Commission to adopt rates and policies
which will encourage the development
of small power production facilities
WHEREAS, The Illinois Commerce Commission is conducting hearings under that
portion of Section 210 of the Public Utility Regulation Policies Act
dealing with small power production facilities; and
WHEREAS, the hearings are to assist the Commission in establishing equitable
i rates and promulgating appropriate policies that will encourage
development of such facilities; and

IN WHEREAS, it is in the best interests of all citizens in the State to have a
rate schedule and policy that encourages development of small power
production facilities; and

WHEREAS, The City of Evanston and the Evanston Environmental Association have
cooperatively developed an alternate energy wind program that included
installation of a windmill; and

WHEREAS, It is intended that the windmill will serve as a successful demonstra-
tion project for the Chicago Metropolitan Area, and that it will reduce
the power purchased from Commonwealth Edison at the Ecology Center; and
THEREFORE, BE IT RESOLVED THAT:
The City Council of the City of,Evanston on behalf of itself and the
,I Evanston Environmental Association, does request that the Illinois
Commerce Commission approve a rate schedule and other policies that
will encourage the development of small power production facilities;
k BE IT FURTHER RESOLVED that this resolution be made a part of the regular minutes
of the Evanston City Council and that a copy be forewarded to the
Illinois Commerce Commission.
