HomeMy WebLinkAboutRESOLUTIONS-1981-002-R-81• 4/21/81 2-R-81 A RESOLUTION To Reorganize the Economic Development Committee of the City of Evanston ; WHEREAS, the Comprehensive General Plan of the City of Evanston sets economic development as a goal and priority for the City of Evanston; and WHEREAS, an Economic Development Committee was originally estab- lish;ed by Resolution 37-R-77 on June 27, 1977; and WHEREAS, the City Council of the City of Evanston believes that a progressive, balanced system of economic development and the maintenance and improvement of the tax base is essential to maintaining and improving our quality of governmental services; and WHEREAS, the City Council approved on December 8, 1980 a reco;;lmendation to reorganize and expand the Economic Development Committee of the City Council in a manner to increase the nature of the charge to it; increase its responsibility for a city-wide Economic Development process; assign to it additional responsibilities for overall review and cooraination, eliminate certain other committees; and provide for the review and recommendation of appropriate changes among the current priorities and activities of the Zoning Amendment Committee, the Zoning Board of Appeals, and City staff regarding Economic Development; NOW, THEREFORE, BE IT RESOLVED that the Mayor, with advise and i ; conse-it of the City Council, shall appoint an Economic Development Committee of the City Council whose authority and responsibilites shall include, but not be limited to: (a) initiating, soliciting and obtaining • proposals for economic development within the City of Evanston which re- quire City involvement or assistance; (b) working with neighborhood groups, community organizations, and individuals to assist them in the economic i • :7 development of their business areas; (c) working with the City's existing business leaders to support and improve their continuing efforts; (d) coordinating and conducting on a continual basis an overall review of economic development matters within the City of Evanston; (e) the overall coordination of parking and traffic development matters; (f) supervising and directing that work of boards, commissions, and agencies including the Business District Redevelopment Commission which is concerned with economic development; (g) reviewing all requests for Zoning Amendment Committee and Zoning Board of Appeals action and submitting its own review addressing the economic development effects of an action request or pro- posal to the Planning and Development Committee for its use at the same time that said committee is receiving the report of the Zoning Amendment Committee or Zoning Board'of Appeals; (h) reviewing and recommending changes in the priorities and activities of the Zoning Amendment Committee, the Zoning Board of Appeals, and the City staff regarding economic development; (i) recommending to the City Council or other governmental agencies changes in laws or policies necessary to foster and encourage sound economic develop- ment in the community; and (j) making reviews and recommendations concerning authority, structure or duration of related City committees and commissions concerned with economic development. BE IT FURTHER RESOLVED, that the Economic Development Committee shall consist of nine persons, including four Aldermen, a Plan Commission representative, a representative from either the Zoning Amendments Committee or the Zoning Board of Appeals and a representative from the Business District Redevelopment Commission. BE IT FURTHER RESOLVED by the City Council of the City of Evanston that Resolution 37-R-77 and all other resolutions in conflict be superseded as to their conflicting portions. � ATTEST: City Clerk Adopted: C Jz o,77 1981.
