A RESOLUTION
Requesting the Illinois Commerce
Commission to Adopt Permanent Rules
Prohibiting Winter Shut -Offs of
Essential Energy Supplies
WHEREAS utility companies and fuel suppliers have a responsibility
to protect the health and welfare bf the people unable to
pay their utility bills; and
WHEREAS The Illinois Commerce Commission has stated the interim shut-off
rules of the past two years have "...had a positive impact on
utility customers in the State," and
WHEREAS The Illinois Commerce Commission goes on to state, "(T)he
Commission's Special Rules did protect the health and safety
of the residential utility customers," and

WHEREAS The Illinois Commerce Commission also declares, "The sub-
stantial increase in the use of deferred payment arrangements
indicates that residential customers who have past due accounts
with utilities will seek to pay their debts if alternate payment
plans are made available to them."
THEREFORE, BE IT RESOLVED THAT:
1. The Illinois Commerce Commission adopt permanent rules
prohibiting winter shut -offs of essential energy supplies;
2. The Illinois Commerce Commission require utility companies
to provide alternate payment plans to settle credit problems
with delinquent customers;
3. The Illinois Commerce Commission recognize in practical
terms the need for utility companies to be responsive to
the health and welfare needs of the public.
