• ! Concerning Scattered Sites for
Housing Authority of Cook County
Low Rent Housing Construction
WHEREAS, the City of Evanston did enter into a cooperation agree-
ment with the Housing Authority of Cook County (hereinafter referred to as
HACC) to provide low -rent housing for families in the City of Evanston; and
f WHEREAS, the HACC did submit an application for preliminary loans
to the Department of Housing and Urban Development (hereinafter HUD) to
provide federal funds for surveys and planning in respect to low -rent housing
and HUD did provide preliminary site approval to develop 11 units of low -
rent housing for families in Evanston; and
' WHEREAS, the City of Evanston has conducted numerous hearings to

• I determine suitable sites with specific consideration given to the impact on
! the immediate neighborhood, distance to schools, public facilities, park
facilities, public transportation and the general surrounding area; and
WHEREAS, the following described group Site "A" is considered to
represent a suitable and desirable configuration of locations meeting the
necessary criteria for scattered sites for the construction by HACC of 11
units of low-rise housing for families including townhouse and duplex housing
units; and

WHEREAS, the HACC is required to prepare a development program to
include preliminary site design, planning and cost estimating in order to
establish the total funds needed for the program; and
WHEREAS, the HACC proposes to prepare and submit, with the con-
currence of the City Council of the City of Evanston, the development program
for the approval of the Housing Assistance office of HUD; and

WHEREAS, the City desires hereby to express more formally its in-
tention in order that HACC may take appropriate steps by way of preparation
of a development program for the required review, approval and appropriation
by HUD of the estimated development costs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
' That Site "A" being a combination of separate scattered sites lo-
cated within the City of Evanston, County of Cook and State of Illinois, and
including the following locations, as legally described in "Exhibit A" attach-

ed hereto, is hereby tentatively approved as a site of construction by HACC
of 11 units of low-rise housing for families including townhouses and duplex
housing units:

That said Site "A" is tentatively
approved subject to the
preparation by HACC of a Development Program to include preliminary
site
design planning and cost estimating in
order to establish the total
funds
required for the program, which program
may be rejected by the City
Council
solely because of objections to housing
quality;

That the City of Evanston or
its duly authorized agencies,
boards
commissions or departments, shall take
the reasonably necessary and
appro-
priate action in the implementation of
this resolution, upon the development

of an appropriate plan for these sites, including the granting of zoning
variations or special uses for the locations tentatively approved, where pro-
per and appropriate, within the limitations of the Evanston Housing and
Zoning Codes, if and as required, and the waiver of the usual building per-
mit fees.
That the City Council affirms its commitment to explore the avail-
ability and acceptability of additional sites to allow development of up to
the original goal of a total of 50 units of low-rise, scattered site housing
for families, and therefore requests HUD to accept amendment of the'afore-
mentioned Development Program at such time as other sites are identified and
accepted by the City Council.
That certified copies of this resolution shall be submitted for
approval of HAM
