A RESOLUTION
Opposing Tax Limitation Bills
Being Considered Without Hearings
WHEREAS, the City of Evanston and.many other cities fully
and completely abated their personal property tax in 1979; and
WHEREAS, the City of Evanston has already adopted a budgdt.t,'`A
policy limiting the increase in its annual levy; and
WHEREAS, local officials are more informed of, and sensitive
to, the needs of their constituents with respect to local spending, and
are more directly responsible to that constituency for such spending;,and /
WHEREAS, home rule power was granted in the 1970 ConstitutionHof
the State of Illinois to provide for self-determination by municipalities;
. . and
WHEREAS, the City of Evanston strongly opposes erosion of home
rule powers; and
WHEREAS, the limitations of SB 1292 and HB 2563 would be imposed
without public hearings and the opportunity to raise important qutgtions
about the profound implications of these bills;
NOW, THEREFORE, BE IT RESOLVED that the City Council of Evanston
opposes any legislation which would radically alter the power of the cities
of Illinois and urges that hearing opportunities be provided for citizens
and municipalities to participate in the determination of their own destiny.
