A RESOLUTION
Re-establishing the
Budget Policy Committee
WHEREAS, in 1979 there was established a Budget Policy Committee of.
the City Council, the responsibilities of which were to develop and recommend
to the City Council long and short-term policies concerning expenditure and
taxing levels for the City of Evanston; and
WHEREAS, the Budget Policy Committee existed until April 1983
providing information and advice to the City Council with respect to the
maintenance and enhancement of the Bud.get Policy; and
WHEREAS, the City Council has determined that it is in the best
interest of the efficient and thorough evaluation of budget policies and
policy alternatives to re-establish the Budget Policy Committee, in the same
form and with the same charge as it had previously.
• NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Evanston, Cook County, Illinois, that:
1. There is hereby established a Budget Policy Committee of
the City Council of the City of Evanston, which shall be
composed of three Aldermen of the City Council.
2. The Committee on Committees shall appoint the members of
the Budget Policy Committee, selecting one member from each
of the three following Standing Committees of the City Council:
A. Administration and Public Works
B. Human Services
C. Planning and Development
3. The Budget Policy Committee shall meet as frequently as is
necessary, but at least quarterly. Notice of the Committee
meetings shall be given in the same manner as other Committees
of the City Council, and minutes of the Committee's meetings
shall be kept and circulated to the City Council.

4. The responsibilities of the Budget Policy Committee shall be
as follows:
A. To provide information and recommendations to the City
Council concerning policies governing property tax levies
for operating and capital purposes; and
B. To examine the need for adjustment in and addition to non -
property tax operating revenues, and to provide the
appropriate recommendations to the City Council; and
C. To review and recommend adjustments as necessary to City
Council policies affecting pension funding, short-term
borrowing (cash -flow financing), and the impact of externally
funded programs or expenditures. on the operating budget.
5. The Budget Policy Committee shall continue operation until
such time as the City Council may determine.that it is no
longer necessary to meet the needs of the City of Evanston
and the Evanston City Council.
