HomeMy WebLinkAboutRESOLUTIONS-1983-019-PR-8319-PR=83 A RESOLUTION • City -Tax Exempt Institution Relations and the Establishment of an Economic Development Corporation WHEREAS, there are respected and valued institutions of higher: learning and other tax exempt institutions located within the city limits of the.City of Evanston; WHEREAS, one of such institutions, Northwestern University, is an institution which is by its charter, granted by the State of Illinois, exempt from property tax, and therefore does not pay such tax; j WHEREAS, such institutions provide employment for many j! residents of the .City of Evanston, purchase services and goods from and merchants within the City providers a Y of Evanston, pay municipal sewer i jf and utility taxes and other fees and charges and otherwise make ` y 1 significant expenditures in the City of Evanston; WHEREAS, such institutions provide many and significant i, 1; ,j cultural, educational, sport and leisure activities and opportunities �1 for residents of the City of Evanston; {i 14 WHEREAS, the City Council of the City of Evanston, on behalf i y of the citizens of the City of Evanston,, recognizes the value and impor- j tance of such institutions as corporate citizens; WHEREAS, the City of Evanston provides such institutions with I certain services,including police and fire services; ►j WHEREAS, such institutions do not presently make payment for these certain services provided by the City of Evanston; I WHEREAS, the City of Evanston has considered imposition of a tax based upon payment of tuition by students attending institutions of higher learning to thereby secure payment for City.services; • • CA WHEREAS, one of the institutions of higher learning, Northwestern University, has during 1982-83 and Fiscal Year 1983-84 shown its stewardship commitment to the City of Evanston by the following: 1. Releasing options for repurchase' of property in the Clark -Benson development.area; 2. Proposing to pay $225,000 to the City of Evanston in lieu of the 3% utility consumer tax adjudged to be unconstitutional; WHEREAS, others of such institutions have also proposed to pay sums in lieu of the 3% utility consumer tax during Fiscal Year 1983-84; WHEREAS, one of the institutions of higher learning, j Northwestern University, proposes to assist in furthering economic i i i development in the City of Evanston particularly by participating in establishment of an economic development corporation; WHEREAS, one of the institutions of higher learning, Northwestern University, and the City of Evanston have also agreed to continue discussions regarding participation of Northwestern University in community affairs; WHEREAS, it is the sense of the City Council that a tuition j tax is not an advisable means to generate revenue from the institutions of higher learning for the City of Evanston; NOW, THEREFORE, the. City Council of the City of Evanston re- solves as follows: 1. That the proposal for a tuition tax shall be dropped from I all agendas of the City Council of the City of Evanston; } -2- • 0 2. That the Mayor shall be responsible for arranging and conducting further discussions with property tax exempt institutions and reporting recommendations resulting from such discussions at least semiannually, to the City'Council; 3. That the City Council of the City of Evanston shall un- dertake to consider and to implement, where practical and beneficial to the community, those recommendations made by the Mayor resulting from discussions or communications with Northwestern University and other tax exempt institutions; and i 4. That, as a part of the economic development program of Evanston, the City shall, in cooperation with Northwestern University, other tax exempt institutions, and the private sector, pursue establish- ment of an economic development corporation.
