HomeMy WebLinkAboutRESOLUTIONS-1981-066-PR-81• • i� RESOLUTION WHEREAS, it is the desire of the City Council to minimize increases in the property tax levy; and WHEREAS, non -property tax revenues have not grown at the same date as the increase in expenditures; and WHEREAS, this non -proportionate growth in non -property tax revenues creates a greater pressure for increase.in the property tax; and WHEREAS, many non -property tax revenues should be equal to the costs of providing services: NOW, THEREFORE, BE IT RESOLVED that it.is the policy of the City Council of the City of Evanston that certain non -property tax revenues such as fees, permits, licenses, rentals, rates, and other items not based on a percentage tax or fee should be adjusted annually; and BE IT FURTHER RESOLVED that the City Manager is instructed to adjust such revenue sources in the preparation of the annual budget for review by the City Council; and BE IT FURTHER RESOLVED that the basis for such adjustments shall be the changes.in expenditures in: a. the related cost center; or b. the related service area; or c. the related fund; and - BE IT FURTHER RESOLVED that the City Council shall annually after budget adoption consider an ordinance to make such necessary revenue adjustments.
