RESOLUTION
Urging adoption of�the Constitution
of the State of Illinois, 1970
WHEREAS, the Sixth Illinois Constitutional Convention was elected
by the voters of the State of Illinois, convened on December 8, 1969, worked
diligently to draft the proposed 1970 Constitution, and then adopted it on
September 3, 1970; and
WHEREAS, the voters of the State of Illinois will vote on the
• proposed 1970 Constitution at a special election on Tuesday, December 15,
1970; and
WHEREAS, the present Illinois Constitution was adopted in 1870
and is antiquated and unduly restrictive in many respects; and
WHEREAS, the proposed 1970 Constitution further protects indivi-
dual. rights; provides for the improvement and modernization of Illinois
State and local government, public finances, and education; and will facili-
tate efforts to improve human relations'and our environment; and
WHEREAS, the Local Government Article of the proposed Constitution
of 1970 provides well -conceived home rule powers for the City of Evanston
and other Illinois local governments: -
Val, THEREFOt'2E, BE IT RESOLVED, by the City Council of the City
of Evanston, Illinois, that it hereby endorses and supports the adoption of
the Constitution of the State of Illinois, 1970, and urges Evanston voters
to vote "YES" to approve the proposed 1970 Constitution at the special
election on December 15, 1970; and
a
BE IT FURTHER RESOLVED, that the Mayor and City Manager are
hereby authorized to take all appropriate steps in urging adoption of
the proposed*1970 Constitution and in transmitting certified copies of
this resolution to organizations and persons working for adoption of the
proposed Constitution.

providing for conversion of the Student Union building at Church Street
and Maple Avenue from a Student Union to a "Center" to be used primarily
by senior citizens. The Foundation also agrees to make a gift to the
City of $15,000 to finance part of the remodeling work. The Agreement
also provides that the Center shall be available for events sponsored by
• School District 65, ETHS District 202, the Recreation Board, or other
established community not -far -profit organizations. The Agreement would
supersede the previous Agreement between the parties dated June 8s 1966
under which the Student Union was constructed and operated. The Recreation
Board approved the proposed Agreement on October 22, 1970, and the City
Manager now recommends City Council approval.
Alderman Newberger reported that the Committee has had this docket under discussion
for the last several meetings; that he, Alderman Summers and Alderman Brinkmann had
met with Mr. Levy this afternoon; that as a result of this meeting the Committee
had revised the proposed agreement; and that copies of the proposed agreement, as
revised, had been distributed to each member of the Council tonight. Alderman New-
berger explained the reason for the revisions and moved Council approval of the
proposed agreement, as revised, and authorization of its execution by the City
Manager. Seconded by Alderman Harper. Discussion by Alderman Newberger, Jans,
Schiltz., Corporation Counsel Jack M. Siegel and City Manager Anderson. Alderman
Schiltz moved that paragraph 9 of the proposed agreement, as revised, be amended
to provide that the advisory committee be appointed by the Mayor with the consent
of the Council instead of by the Recreation Board. Seconded by Alderman Emrich.
Discussion by Alderman Notts Connor, Alexander, Newberger and Emrich. Roll Call -
Voting Aye: Alderman Emrich, Winfield, Alexander, Summers, Cain, Schiltz and
Lyons (7). Voting Nay: Alderman Brinkmann, Connors Carter, Ward, Harper, Wiscombs
Notts Jans, Newberger and McCourt (10). Motion lost. Further discussion on the
original motion by Alderman Alexander, Corporation Counsel Siegel, Alderman Jans,
City Manager Anderson and Alderman Connor. The Chair called for a vote on the
original motion. Roll Call - Voting Aye: Alderman Emrich., Winf ield, Brinkmanns
Connor, Carter, Ward, Harpers Summers, Wiscomb, Cain, Notts Lyonss Newberger and
•McCourt (14). Voting Nay: Alderman Alexander, Jans and Schiltz (3). Motion
carried.
Alderman Newberger announced that Alderman Brinkmann had a proposed Resolution to
present at this time. Alderman Brinkmann read and moved adoption of proposed
Resolution 42-R-70 as follows:
"BE IT RESOLVED, that in recommending approval of the proposed
agreement relative to the use of the facility of the Levy Foundation,
the Human Services Committee and now the City Council does so with
the following understanding: (1) The use of the facility by senior
citizens during daytime on week days shall in no way preclude use by
youths and other groups during other hours; (2) The Park & Recreation
Department is directed to promote the use of the facility by youths;
(3) Youth activities held at the facility shall be at a minimum charge
and shall not include any overhead expenses for amortization of the
building, utilities, normal janitorial services and other expense
items not attributed to their particular event; and (4) Any advisory
committee to be appointed relative to the use of the facility shall be
representative of the entire community." -
Seconded by Alderman Newberger, Discussion by Alderman Alexander, Brinkmann, Notts
Newberger and Schiltz. Motion carried. No Nays.
- Docket 65-5C-70: Consideration of a report prepared by the
Evanston Council for Comprehensive Community Child Care and the
possible implementation of the recommendations set forth in this
• report. Copies of this report were transmitted to the City Council
for the March 30$ 1970 meeting. At the May 18, 1970 meeting, the
City Council appropriated $3,500 to aid in the implementation of
the su mner day care program part of this report. At the July 20,
' 1970 meeting, the City Council appropriated an additional $12700
to cover the deficit incurred by the program to date, and also appro-
pirated $1,700 so that a combined program may continue for an addi-
tional three weeks..
Alderman Newberger reported that the Evanston Council for Comprehensive Community
Child Care had presented a proposed program for 1971 which includes an expenditure
for pre-school day care center of $36,000, a summer program costing $11,000, a
pilot after school program expenditure of $12,750, an educational training
