A RESOLUTION
Urging Adoption of Industrial Waste
Surcharge Ordinance
WHEREAS, industrial establishments located within the
Metropolitan Sanitary District of Greater Chicago contribute
an estimated 38 per cent of the total sewage treated by the
Sanitary District but pay less than their proportionate share
of District expenditure's; and
WHEREAS, the Board of Trustees of the Sanitary District
• has therefore considered the enactment of an industrial waste
surchage ordinance on several occasions since World War II but
has not adopted such legislation to date; and
WHEREAS, the Board of Trustees of the Sanitary District
is holding a public hearing on a proposed industrial waste sur-
charge ordinance on September 21, 1970, and has invited the City
of Evanston and other interested parties to testify or submit
written statements at that hearing; and
WHEREAS, the proposed industrial waste surcharge ordinance -
reportedly would raise $9,000,000 to $10,000,000 per year; would
place this financial burden on industries responsible for the
industrial wastes and relieve other taxpayers commensurately;
and would promote the use of good practices and generally advance
the effort to cope with pollution problems; and

WHEREAS, the industrial waste surcharge ordinance would
provide additional money for use by the Sanitary District in
improving and expanding the storm and sanitary sewer system
that serves the City of Evanston so that basement flooding
could be reduced, the discharging of sewage into Lake Michigan
could be eliminated, and other results for improving the en-
vironment would be achieved:
NO'N, THEREFORE, BE IT RESOLVED, by the City Council of
the City of Evanston, Illinois, that it hereby urges the Board
of Trustees of the Metropolitan Sanitary District of Greater
Chicago to enact into law the proposed industrial waste sur-
charge ordinance; and

BE IT FURTHER RESOLVED, that the City Clerk is hereby
instructed to transmit a certified copy of this resolution to
the Board of Trustees of the Sanitary District, and the Mayor
and City Manager are authorized and directed to present this
resolution at the public hearing to be held on September 21,
19700 and to take other appropriate steps to urge the enact-
ment of the proposed industrial waste surcharge ordinance with
the amendments described therein.
