Mibhael E Schiltz WHEREAS, this nation has been engaged in a repeatedly escalating fashion in the hostilities in Vietnam; AND WHEREAS steps in this escalation have been taken by three successive Presidents of the United States, each with the recurring promise that such escalation would result in a quick end to the hostilities; AND WHEREAS the burden of these hostilities for Evanston residents has been, in economic terms, over.8 million dollars per year and, in human terms, incalculable; AND WHEREAS a substantial portion of our community finds itself, in deepest conscience, in opposition to our involvement in these hostilities; AND WHEREAS the loyalty and patriotism of such citizens and the propriety of their dissent have been questioned by officials of high public trust as if the nation were at a. state of War; AND.WHEREAS we recognize that the perpetuation of this order of events continues to erode the confidence of a substantial portion of our community in the responsiveness of government; AND WHEREAS we recognize that such confidence is essential in order that we might successfully exercise our own obligation to govern and preserve public harmony and order; AND ITHEREAS many of our citizens now turn -to us for a responsible intercession to the national government in their behalf; BE IT RESOLVED THAT this City Council hereby respectfully petitions the Hon. Charles H. Percy and the Hon. Ralph T. Smith, its United States Senators, and the Hon. Philip M. Crane, its United States Representative, to support proposed Senate amendment No. 609 to HR 17123, sponsored by'Senators Cranston, -Goodell, Hatfield, Hughes, and McGovern; which amendment would terminate all appropriations for hostilities in Vietnam as of June 30, 1971; in Laos, as of Dec. 31, 1970; and in Cambodia on or about July 1, 1970.
