HomeMy WebLinkAboutRESOLUTIONS-1970-017-R-70• 0 n is 17- R- 70 RESOLUTION WHEREAS, Council Rule 2.2 provides that: "Regular meetings of the City Council shall be held every Monday at 8:30 P.M., unless a different date or time for meeting shall have been specified by Council action . . ."; and WHEREAS,.the City Council, by Resolution 6-R-70, decided that, commencing Monday, March 16, 1970, and con- tinuing for a period of eight weeks, that is through Monday, May 5, 1970, regular meetings of the City Council would be held every Monday at 7:30 P.M.; and WHEREAS, the City Council feels it is desirable to extend this time period; , NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Evanston, Illinois, that regular meetings of the City Council shall continue to be held every Monday at 7:30 P.M. through June 29, 1970. Brown City Clerk Approved: /s/ John T)._Fmprw Mayor i • Alderman Winfield, Chairman, Housing Committee (Alderman Winfield., Nott, Schiltz, •Summers, Ward and Wiscomb) reported that the Committee had met on Tuesday, April 21, 1970., and had prepared a "Proposed Marywood Resolution" to be numbered 18-R-70 and that copies of the proposed Resolution had been distributed to each member of the Council. Alderman Winfield introduced proposed Resolution 18-R-70. Marked introduced. Discussion by Alderman Winfield, Alexander, Schiltz and Ward. Alder- man Alexander moved that proposed Resolution 18-R-70 be amended by changing the word "some" in line 16 to "a"; deleting condition 1. which reads: "The proportion, of low income units to be made available in the total project is consistent with the general neighborhood," and changing the numbers of the remaining conditions to 1. and 2. instead of 2. and 3. Seconded by Alderman Connor. Discussion by Alder- man Brinlaaann, Winfield and Connor. Alderman Alexander revised his motion at the suggestion of the second, Alderman Connor, to include deleting "and to that end the Council would be receptive to a proposal requiring R5A densities" in lines 17 and 18. Roll Call - Voting Aye: Alderman Hoover, Winfield, Brin1mann, Connor, Carter, Ward, Harper, Alexander, Summers, Cain, Jans, Schiltz, Lyons, Newberger and McCourt (15). Voting Nay: Alderman Emrich, Wiscomb and Nott (3). Motion carried. Discussion by Alderman Hoover who moved that proposed Resolution 18-R-70, as amended, be referred back to the Housing Committee. Seconded by Alderman Jans. Discussion by Alderman Wiscomb, Schiltz, Alexander, Jans, Ward, Winfield and Connor. Motion lost. Further discussion by Alderman Ward, Newberger, Jans, Corporation Counsel Jack M. Siegel and Alderman Wiscomb. Alderman Winfield moved adoption of proposed R.esolyutio�18-R-70 as introduced and amended, as follows: "WHEREAS the Evanston City Council is on record in support of the stimulation of privately -sponsored low income housing as a major priority of public policy; and • WHEREAS the site commonly known as the Marywood property represents one of the largest undeveloped residential tracts likely to be avail- able in Evanston; and WHEREAS the Evanston City Council recognizes the contributions of public good made by the Sisters of Providence, and in no way wishes to discourage the Sisters of Providence from realizing their justly earned and richly deserved benefit from the Marywood property. BE IT RESOLVED THAT it is the sense of the Council that it is anxious to see a mix of law income housing developed on said property providing: 1. the Project is so designed that its appearance including landscaping and structural grouping and types, are aesthetically pleasing and consistent with surrounding " uses; and 2. The project is so designed as to provide open space and recreation space consistent with Evanston's goals. AND BE IT FURTHER RESOLVED THAT it is the sense of the Council that the commitment of the City to controlling density and the ultimate size of the City, will preclude the development of the Marywood site at any greater density than the present R5 for any residential purpose other than the high priority purpose of providing a mix of low income housing."
