Russell Arrington, on February 16, 1970, announced the formation of an Illinois Senate Subcommittee to explore the problems of the Chicago Transit Authority, and said Subcommittee is holding a series of hearings; and WHEREAS, the City Council of the City of Evanston, Illinois has been continuously concerned about the extent, condition, financial health, and r future of all public transportation systems in the Chicago metropolitan area; • and WHEREAS, the Evanston community is served by the CTA, and thousands of Evanstonians depend daily upon the C.T.A. to reach their jobs and for other essential travel; and �'�• WHEREAS, the Evanston City Council is painfully aware that C.T.A. fare Increases tend to be self-defeating because of the resultant decrease in riding, and that it would be folly for this metropolitan area to allow its public transportation systems to deteriorate further while spending millions on highway systems that can never function well except in conjunction with good public transportation; and WHEREAS, the Evanston City Council, on the basis of its review and study, is satisfied that some form of subsidy for the C.T.A. is now absol- utely necessary so that the C.T.A. can maintain the required level of ser- vice, cover its operating expenses from current revenues, and purchase badly • needed new cars and buses -and other system improvements; and A 1 c 4 . • • If -2- NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Evanston, Illinois, that it, on behalf of itself and the people of the Evanston community, hereby commends Senator W. Russell Arrington for his actions in forming the Illinois Senate Subcommittee to explore the problems of the C.T.A. and expresses appreciation to Senator Robert Coulson, Chairman, and othermembers of the Subcommittee for their conscientious work in begin- ning the exploration of this vitally important subject; and BE IT FURTHER RESOLVED, that the Evanston City Council hereby de- clares that it favors and supports all appropriate actions to improve the efficiency and financial health of the C.T.A. system and that it also .favors granting any necessary subsidy in an appropriate form that is required to improve the C.T.A. system, equipment, and service; and BE IT FURTHER RESOLVED, that the City Clerk be and hereby is instructed to forward a copy of this resolution to each member of the Senate Subcommittee and to Board Members and the General Superintendent of the C.T.A.; and BE IT FURTHER RESOLVED, that the Mayor and City Manager are hereby authorized to appear before the Senate Subcommittee so as to fully e%.-plain the interest and position of the City of Evanston relating to our community's needs for continuation and improvement of the C.T.A.'s service.
