A RESOLUTION
Authorizing the City Manager to Execute a Single-Source Agreement with
Ferguson Enterprises LLC for Neptune 360 Software as a Service
WHEREAS, the City of Evanston ("City") uses Neptune 360 Software as a
Service (SaaS) in conjunction with its advanced metering infrastructure and utility billing
systems to access meter data and support analytics and operational decision -making; and
WHEREAS, the City has used Neptune 360 since 2020, and its previous
subscription agreement covered September 1, 2023, through August 31, 2026; and
WHEREAS, continuing the existing Neptune 360 subscription will support
continuity of the City’s established meter data and analytics workflow; and
WHEREAS, Ferguson Enterprises LLC is the approved area distributor of
Neptune products and services and has provided quotation B225828, dated October 2,
2026, for a three-year Neptune 360 subscription; and
WHEREAS, the quoted subscription term is September 1, 2026, through
August 31, 2029, with annual fees of $33,871.39, $3 4,758.85, and $35,942.13, respectively,
for a total of $104,572.37; and
WHEREAS, funding is proposed from the Water Production Bureau Water
Other Operations Business Unit, Account No. 510.40.4225.62340, with expenditures in
future fiscal years subject to annual appropriation by the City Council; and
WHEREAS, the City Council finds that the single-source purchase of Neptune
360 SaaS from Ferguson Enterprises LLC is in the best interests of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: The foregoing recitals are hereby found to be true and correct
and are incorporated into this Resolution as though fully set forth herein.
SECTION 2: The City Manager is hereby authorized and directed to execute a
single-source agreement with Ferguson Enterprises LLC for Neptune 360 Software as a
Service for the period of September 1, 2026, through August 31, 2029, in a total amount of
One Hundred Four Thousand Five Hundred Seventy-Two Dollars and Thirty-Seven Cents
($104,572.37), in substantially the form approved by the Corporation Counsel.
SECTION 3: Expenditures under the agreement in fiscal years 2027, 2028,
and 2029 are expressly subject to the appropriation of sufficient funds by the City Council in
each applicable annual budget.
SECTION 4: The City Manager, Corporation Counsel, City Clerk, and other
appropriate City officials are hereby authorized to execute all documents and take such
additional actions as may be necessary to carry out the intent of this Resolution.
SECTION 5: This Resolution shall be in full force and effect from and after its
passage and approval in the manner provided by law.
