Burke Engineering, Ltd. (CBBEL) are requesting consideration for an amendment to our professional construction engineering service agreement. The amendment is for completion of the following services: Epstein Tasks Task E.1 – (Phase I Reevaluation and PESA response) During the Phase II Kicko. Meeting, IDOT requested three items be completed before Phase II design could proceed. Phase I Design Approval had been issued prior to concurrence from the IDOT Geometrics and Environmental Units. Following receipt of the initial Design Approval, the Geometrics Unit approved the South Boulevard Intersection Design Study (IDS) and IDOT issued the Preliminary Environmental Site Assessment (PESA). Upon receipt of the PESA, IDOT required the IDS concurrence, an extensive PESA Response for inclusion in the Phase I Reevaluation, as well as resubmittal of the previously approved Cultural Clearance using a new form. Task E.2 Temporary Tra.ic Signals The original tra.ic signal scope included full replacement of three signals at Chicago/Kedzie, Chicago/South Boulevard, and Chicago/Howard. The scope was later expanded to include a signal interconnect. A field review determined the existing controllers at Chicago/Greenleaf and Chicago/Main are incompatible with the proposed interconnect, requiring controller replacement rather than the originally scoped signal modernization. This requires temporary signals and controllers during construction at both intersections, resulting in additional design, calculations, and coordination not included in the original scope. Task E.3 CDOT Coordination The original scope did not include a Synchro Analysis and Tra.ic Signal Requirement plan as required by CDOT during the CDOT kicko. meeting and as part of the overall review process. This will result in further design, calculations and coordination e.orts. Page 6 of 43 August 31, 2026 Task E.4 Dempster IDS The original understanding was the City of Evanston maintained Dempster Street. After the Phase II kicko. meeting it was discovered IDOT never signed the Jurisdictional Transfer and Dempster Street is still under the Jurisdiction of IDOT. This requires the submission of an Intersection Design Study (IDS), truck turning movements and ADA sidewalk exhibits at intersection of Chicago Ave./Dempster St. CBBEL Tasks Task C.1 – Electrical – Fiber/Security During the design development of the security camera system, the number of security cameras increased from the original design concept. Originally, cameras were to be installed at 12 signalized intersections along Chicago Avenue as stated in the September 3,2025 Proposal for Supplemental Professional Engineering Services. The initial camera locations were all at signalized intersection. The number of cameras increased to approximately 40 with the additional cameras being placed between signalized intersections. The additional cameras were instructed to be placed in between signalized intersections which weren’t part of the initial supplement. This was added during the design process after the supplement was executed. The additional cameras a.ected circuit lengths, electrical loading, and voltage drop calculations, resulting in further design revisions and coordination e.orts. Supplemental field survey was also required because several of the street lighting systems serving the cameras were located outside the original project limits and were not included in the initial survey e.ort. Task C.2 – Electrical - Photometrics The original Phase 1 and Phase 2 photometric reports did not include a piggyback luminaire, as this fixture was added after submission of the original Phase 2 report. Additional e.ort was required to revise the project photometric analyses and lighting calculations. In accordance with IDOT requirements, any modification to the lighting system or fixture configuration necessitates updates to the photometric reports and supporting calculations. Consequently, revised analyses and documentation were prepared and submitted to reflect the final lighting design. Page 7 of 43 August 31, 2026 Task C.3 – Additional Survey The additional survey work was required to provide su.icient topographic and infrastructure information to support the expanded design limits and project development needs. The supplemental survey also provided the detailed information necessary to evaluate existing drainage patterns, verify compliance with ADA accessibility requirements, and develop proposed roadway profile adjustments as shown at each location on the attached exhibit. These profile refinements were critical to achieving appropriate tie-ins with Chicago Avenue and accommodating the viaducts along the western edge of the Chicago Avenue corridor while maintaining acceptable grades and drainage. All additional survey is within the Phase 1 approved ESR limits. The total additional distance for this task is approximately 2,250 LF. Task C.4 – Civil The project included unanticipated redesign related to the Trader Joe’s site access and driveway configuration, requiring additional engineering analysis, plan revisions, and coordination. The City of Evanston met with Trader Joe’s and the circulation into and out of Trader Joe’s parking was revised. This in turn caused pavement marking and lane reconfiguration within Chicago Ave. This also included various AutoTurn truck analysis and design impacts due to confined space and Trader Joe’s logistics. Page 8 of 43 September 3, 2025 City of Evanston Public Works Department 2100 Ridge Avenue Evanston, IL 60201 Attention: Sat Nagar, PE – Senior Project Manager Subject: Proposal for Supplemental Professional Engineering Services Chicago Avenue Corridor Project Evanston, Illinois Dear Mr. Nager: Christopher B. Burke Engineering, Ltd. (CBBEL) is pleased to submit this proposal for supplemental professional engineering services related to the Chicago Avenue Corridor project located on Chicago Avenue between Howard Street and Davis Street. The requested engineering services will include the installation of IT Network fiber optic cable and infrastructure for future camera nodes along Howard Street from Callan Avenue to Paulina Street, Chicago Avenue from Howard Street to Church Street, and then along Church Street to terminate into the existing IT Network fiber optic handhole located adjacent to the City of Evanston Public Library. Included in this proposal is our Scope of Services and Fee Estimate. UNDERSTANDING OF THE ASSIGNMENT CBBEL understands the City of Evanston is seeking to expand their IT Network fiber optic cable and plan for future surveillance camera installations along the Chicago Avenue corridor at major intersections. As mentioned above, the IT Fiber Optic network will include conduit and cabling along: Howard Street from Callan Avenue to Paulina Street, Chicago Avenue from Howard Street to Church Street, and then along Church Street to terminate into the existing IT fiber optic handhole located adjacent to the City of Evanston Public Library. This supplemental agreement includes the data collection, existing record drawing reviews, plan development, and modification to the Chicago Avenue Corridor project bid set to include this work in the contract. The future camera installations will be planned for the signalized intersections along Chicago Avenue which include: Church Street, Davis Street, Grove Street, Lake Street, Greenwood Street, Dempster Street, Greenleaf Street, Main Street, Kedzie Street, South Boulevard, Howard Street, as well as Howard Street and Paulina Street. See Exhibit 1 for the project location map. Additional conduit between identified light poles will be installed at each signalized intersection to eventually power the future cameras from the traffic signal cabinet. All ethernet switches, camera installations, service cables, and additional camera poles with NEMA enclosures (if needed) would be installed under future contracts. It states that future cameras will be planned for these specific signalized intersections. During design it was increased to 37. Page 9 of 43 Page 2 of 2 SCOPE OF SERVICES CBBEL proposes the following services to assist the City in the expansion of their IT Fiber Optic Network: Task 1 – Data Collection and Field Reconnaissance: CBBEL will request and review the existing record drawings from the City regarding the previous fiber installation at the Library site and at the Howard Street termination locations. Field Reconnaissance will be conducted to determine the best routing for the IT network conduit and to field locate adjacent City IT Network infrastructure on Howard Street and at the Library. Task 2 – Utility Coordination: CBBEL will conduct additional utility coordination as needed for the roadway segments that are outside of the current project limits. Hours have been included for requesting, tracking/coordination, and drafting utilities into the project’s base files. Task 3 – IT Fiber Optic Cable Installation Plan Sheets: With the updated utility information and field data, CBBEL will develop base files using aerial imagery for the identified project corridor. CBBEL will design the conduit routing and handhole placement on the aerial images and create plan sheets. Standalone camera poles, fiber optic terminations and splicing will be called out on the sheets as well. Task 4 – Modification to Traffic Signal Plans for Future Camera Nodes: The traffic signal plans will reference in the IT Network conduit system with additional conduit between the traffic signal cabinet and light pole(s) to be utilized to power future camera installations near the signalized intersection. These modifications include labeling additional raceways to nearby light poles, conduit fill calculations and modified light pole details as needed. Task 5 – Quantities and Specs: This task includes all fiber optic cable and infrastructure special provisions for the project. City of Evanston special provisions will be used as applicable. In addition, CBBEL will provide an engineer’s opinion of probable construction cost estimate for the fiber optic work with each PS&E submittal. Task 6 – Coordination with City and IT Department: This task includes additional hours for coordinating the fiber optic installation plans with the City and IT Department. Time has been included for revising the plans based on the City’s comments. We estimate the fee for these services to be $44,916.00 as outlined on the attached Cost Estimate Worksheet.
