Funding Source: This funding is from the Capital Improvement Fund 2026 Project Bonds. It exceeds the budget for the James Park Playground and Pathway Improvements budget, but funding is available from savings in Playground Safety Surfacing. This line item has a FY 2026 budget of $250,000. of which $62,200 is remaining. Summary: While the City of Evanston typically solicits competitive bids for capital improvement projects, this proposal is for a sole-source purchase to complete emergency irrigation repairs. During adjacent water main repairs north of the existing playground, the existing irrigation system was not fully marked and was inadvertently damaged. With the peak summer season and heavy use of the park and athletic fields, restoring the irrigation system as quickly as possible is a priority. Staff contacted Halloran and Yauch, the original designers and installers of the existing irrigation system, to perform the repairs. Their familiarity with the system's design and configuration will allow the City to expedite the repairs while minimizing the time and costs that would otherwise be required for a new contractor to become familiar with the existing infrastructure. Staff recommends the approval of a sole source contract to Halloran and Yauch, Inc. in the amount of $20,000.00. Work is set to start shortly after receipt of contracts.
