Motion:
Staff recommends approval of Resolution 152-R-26 authorizing the City Manager to execute
an agreement with Landworks Ltd. (14817 S. Gougar Road, Homer Glen, Illinois 60491) for
the 2026 Playground Improvements Project (Bid 26-30) in the amount of $880,742.00.
Funding Source:
Funding is provided from the Capital Improvement Fund and the 2026 Project Bonds, under
the line item for Playground Equipment Replacement (Account 415.40.4126.65515 - 526045).
A detailed summary is included in the attached memo.

Summary:
Burnham Shores is a 5.58-acre park along the lakefront between Dempster Street and
Hamilton Street. Eggleston Park is a 2.91-acre park located northwest of McCormick
Boulevard and south of Payne Street. Snyder Tot-Lot is a 0.25-acre park located east of
Judson Avenue and south of Kedzie Street. The three parks have not received major
improvements for approximately 24-26 years.
Planned improvements at each park include playground reconstruction, pathway repairs,
drainage improvements, new drinking fountains, new site furnishings, retaining wall
reconstruction/repairs, and landscaping.
The Public Works Agency has been working in coordination with the Parks and Recreation
Department and the Parks and Recreation Board to renovate the existing playgrounds. As
part of the City's ongoing commitment to maintaining safe and engaging recreational facilities,

City staff conducted six community meetings during the winter and spring of 2026, with two
meetings held for each park. Following the meetings, residents were invited to participate in
an online voting exercise to select their preferred playground concept. The results of the
public engagement were reviewed at the Parks and Recreation Board on 4/6/26 prior to
moving forward with the final design. After completing the community engagement process,
City staff prepared construction documents for public bidding in spring 2026.
Analysis:
This project was advertised for bid on May 28, 2026. On June 23, 2026, the City received two
bids as follows:
This project included one alternate bid item.
Alternate 1 extends the 4’ high panel fencing at Eggleston Park an additional 330 linear feet
along McCormick Blvd per requests received during the community engagement process.
Staff recommends accepting this alternate, as it is within the project budget and will improve
safety for park users.
Staff has checked Landworks Ltd.’s references and received favorable responses. Staff
therefore recommends the award of 2026 Playground Improvements (Bid 26-30) to
Landworks Ltd, for a total cost of $880,742. Completion of this project is anticipated in
December 2026.
A memo summarizing the contractor’s MWEDBE compliance is attached.
Detailed Financial Summary:
The 2026 Playground Improvements project is being divided into three contracts, with all
three under consideration at the same meeting:
.. Playground Equipment purchase with Landscape Structures, Inc. (under consideration
as Resolution 153-R-26)
2. Playground Equipment purchase with PlayPower Inc. (under consideration as
Resolution 154-R-26)
3. Construction Contract (this item)

Legislative History:
On April 16, 2026, the Parks and Recreation Board reviewed the concept plans and approved
proceeding with the design and construction of the playgrounds at Burnham Shores,
Eggleston, and Snyder Park.

Partial Waiver

The goal of the Minority, Women, Disadvantaged, and Evanston Business Enterprise
Program (M/W/D/EBE) is to assist such businesses with opportunities to grow. In order
to help ensure such growth, the City has established a 25% M/W/D/EBE subcontracting
participation goal for general contractors.
Regarding the recommendation for the 2026 Playground Improvements Project, Bid 26-
30, Landworks Ltd., total base bid is $880,742.00, and the contractor will receive 8.11%
credit for partial compliance with the MWDEBE goal. Landworks Ltd. was unable to
secure bids for fencing from a MWDEBE subcontractor, which is the only other
subcontracted portion of the scope. At this time Landworks Ltd. request a waiver for the
remaining 16.89% M/W/D/EBE goal. Landworks Ltd. will look for opportunities to meet
the remaining goal for the duration of the project.
Landworks Ltd. also mentioned they often obtain participation through playground and
site furnishing material suppliers that they work with but are unable to as the City will be
purchasing the equipment separately for this project.

A RESOLUTION
Authorizing the City Manager to
Execute an Agreement with Landworks Ltd. (14817 S. Gougar Road,
Homer Glen, Illinois 60491) for the 2026 Playground Improvements
Project (Bid 26-30)
WHEREAS, the Evanston City Council believes entering into an Agreement with
Landworks Ltd. is in the best interests of the citizens of Evanston,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Manager is hereby authorized and directed to sign, and
the City Clerk is hereby authorized and directed to attest on behalf of the City of Evanston,
an Agreement between the City and Landworks Ltd.
SECTION 2: That the City Manager is hereby authorized and directed to negot iate
any terms of an Agreement as may be determined to be in the best interests of the City.
SECTION 3: That this Resolution shall be in full force and effect from and after
its passage, approval, and publication in the manner provided by law.
