A RESOLUTION
Authorizing the City Manager to Execute an Intergovernmental
Agreement Between the City of Evanston and the Village of Wilmette
for the Update of the 2004 Evanston-Wilmette Water Interconnection
Study
WHEREAS, Article VII, Section 10 of the Constitution of the State of Illinois and
the Illinois Intergovernmental Cooperation Act (5 ILCS 220/1 et seq.) authorize units of
local government to contract and otherwise associate among themselves to obtain or
share services and to exercise, combine, or transfer any power or function in a manner
permitted by law; and
WHEREAS, the City of Evanston ("City") owns and operates a public water
treatment and distribution system that provides potable water to residents, businesses,
and wholesale customers; and
WHEREAS, the Village of Wilmette ("Village") owns and operates a public water
distribution system serving its residents and businesses; and
WHEREAS, in 2004, the City and the Village jointly completed the
Evanston–Wilmette Water Interconnection Study to evaluate potential emergency water
transmission interconnections between the two municipalities and to identify feasible
alternatives for improving the reliability and resiliency of their respective drinking water
systems; and
WHEREAS, the original study evaluated three potential interconnection
alternatives, including two transmission main alignments extending to Sheridan Road
and Lake Avenue in Wilmette and a third alignment extending from the North Shore
Channel to Linden Avenue in Wilmette, together with estimated capital construction
costs for each alternative; and
WHEREAS, since completion of the 2004 study, both municipalities have
experienced changes in water system infrastructure, hydraulic conditions, engineering
standards, permitting requirements, construction costs, and long-term capital planning
priorities that warrant an update to the study; and

WHEREAS, the City and the Village desire to jointly procure the services of a
qualified engineering consulting firm to update the 2004 Evanston–Wilmette Water
Interconnection Study, evaluate the previously identified alternatives under current
conditions, update hydraulic analyses and construction cost estimates, and provide
recommendations to support future capital planning and emergency preparedness; and
WHEREAS, the City and the Village will collaboratively develop the project scope
of work, jointly evaluate consultant proposals, and participate in the selection of the
engineering consultant; and
WHEREAS, pursuant to the proposed Intergovernmental Agreement, the City of
Evanston will serve as the lead agency for the procurement and administration of the
engineering services contract and will invoice the Village of Wilmette for its fifty percent
(50%) share of consultant costs as invoices are received or on a monthly basis; and
WHEREAS, the City Council finds that entering into the proposed
Intergovernmental Agreement is in the best interests of the City because it promotes
regional cooperation, enhances emergency water supply planning, improves system
resiliency, and provides a cost-effective means of evaluating future interconnection
opportunities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EVANSTON, COOK COUNTY, ILLINOIS, THAT:
Section 1:The foregoing recitals are incorporated into and made a part of this
Resolution as though fully set forth herein.
Section 2:The City Council hereby authorizes the City Manager to execute an
Intergovernmental Agreement with the Village of Wilmette, in substantially the form
attached hereto, for the joint procurement of engineering consulting services to update
the 2004 Evanston–Wilmette Water Interconnection Study, subject to review and
approval as to form by the Corporation Counsel.
Section 3:The City Manager is authorized to execute all documents and take
such additional actions as may be necessary to carry out the intent and purpose of this
Resolution and the Intergovernmental Agreement.
Section 4:The City of Evanston shall serve as the lead agency for the
administration of the engineering consultant contract, including procurement, contract
administration, payment of consultant invoices, and reimbursement from the Village of
Wilmette for its proportionate share of project costs in accordance with the
Intergovernmental Agreement.

Section 5:This Resolution 165-R-26 shall be in full force and effect from and
after its passage and approval in the manner provided by law.
