HomeMy WebLinkAboutResolution 164-R-26, Approval of Change Order No. 1, FY 2026 Estimated Annual User Charge with the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) for Disposal of Sludge Genera 07/27/2026 164-R-26 A RESOLUTION Authorizing Change Order No. 1 to the Sole-Source Agreement with the Metropolitan Water Reclamation District of Greater Chicago for the FY 2026 Annual User Charge for the Disposal of Sludge Generated as Part of the Water Treatment Process WHEREAS, the City of Evanston owns and operates a drinking water treatment facility that produces potable water from Lake Michigan for the residents of Evanston and its wholesale water customers; and WHEREAS, the conventional water treatment process generates sludge as a byproduct of coagulation, sedimentation, and filtration that must be properly treated and disposed of in accordance with applicable environmental regulations; and WHEREAS, for more than fifty (50) years, the City has utilized the Metropolitan Water Reclamation District of Greater Chicago ("MWRDGC") for the treatment and disposal of sludge generated by the City's Water Treatment Plant due to the lack of practical and cost-effective alternatives; and WHEREAS, the City Council previously authorized payment of the FY 2026 estimated annual user charge to the MWRDGC in the amount of Three Hundred Two Thousand Two Hundred Ninety-Eight Dollars and Fifty-Six Cents ($302,298.56); and WHEREAS, the MWRDGC annually determines user charges based upon the volume of sludge discharged and the measured concentrations of biological oxygen demand (BOD) and suspended solids (SS), and performs a reconciliation of estimated and actual costs through its annual billing process; and WHEREAS, following its revised annual assessment, the MWRDGC determined that the City's FY 2026 annual user charge exceeds the originally approved amount and has increased the City's obligation by One Hundred Eighty-Seven Thousand Seven Hundred Seventy-Eight Dollars and Eighty Cents ($187,778.80); and Page 1 of 2 164-R-26 WHEREAS, approval of Change Order No. 1 is necessary to provide sufficient funding to satisfy the revised annual user charge and to ensure the continued treatment and disposal of sludge generated by the City's Water Treatment Plant; and WHEREAS, funding for this Change Order is available within the Water Fund and/or Water Fund reserves. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: The foregoing recitals are hereby found to be true and correct and are incorporated herein as though fully set forth. SECTION 2: The City Council hereby approves Change Order No. 1 to the FY 2026 sole-source Metropolitan Water Reclamation District of Greater Chicago Annual User Charge contract, increasing the authorized amount by One Hundred Eighty-Seven Thousand Seven Hundred Seventy-Eight Dollars and Eighty Cents ($187,778.80), from the original amount of Three Hundred Two Thousand Two Hundred Ninety-Eight Dollars and Fifty-Six Cents ($302,298.56) to a revised total authorization of Four Hundred Ninety Thousand Seventy-Seven Dollars and Thirty-Six Cents ($490,077.36). SECTION 3: The City Manager, Water Production Bureau Chief, Finance Director, and all other appropriate City officials are hereby authorized and directed to execute all documents and take all actions necessary to implement this Resolution and to make payment of the revised annual user charge to the Metropolitan Water Reclamation District of Greater Chicago. SECTION 4:This Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
