A RESOLUTION
HOME Investment Partnerships (HOME) Funding for Tenant-Based
Rental Assistance (TBRA) Program
WHEREAS, the Congress of the United States did pass Public Law
101-625, the Cranston-Gonzales National Affordable Housing Act (which established
the HOME Investment Partnerships Program); and
WHEREAS, the City of Evanston is an “Entitlement City” by definition in
said Acts and, as such, is eligible to make application to the United States Department
of Housing and Urban Development (HUD) for said grant programs; and
WHEREAS, the use of HOME funding for the Home Investment
Partnerships Tenant-Based Rental Assistance (TBRA) Program is part of the goals in
the 2020-2024 and 2025-2029 Consolidated Plan, 2024 Action Plan, and 2025 Action
Plan, approved by the City Council and HUD; and
WHEREAS, the Home Investment Partnerships Tenant-Based Rental
Assistance (TBRA) Program provides stable housing and support services to
low-income, at-risk families with children under the age of 18 in Evanston schools, to
break the cycle of poverty and instability by developing their capacity to earn a living
wage, support their families, and afford market-rate rental housing; and
WHEREAS, the City’s HOME Investment Partnership Program Account
has approximately $200,000 in uncommitted funds from 2024 and 2025 entitlements
allocated toward the homelessness goal and available for this purpose; and
WHEREAS, the Housing & Community Development Committee (HCDC)

and City Council last approved $250,000 in funding for the TBRA program at the
September 17, 2024, meeting; and
WHEREAS, the City Council approved HOME Investment Partnerships
funding for the Tenant Based Rental Assistance Program on July 27, 2026;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That up to two hundred thousand dollars ($200,000) of the
City of Evanston’s HOME Investment Partnerships Program funds can be applied to a
new TBRA cohort for the August 2026 through December 2028 program term serving
primarily low- and moderate-income Evanston families, is hereby approved.
SECTION 2: That this resolution shall be in full force and effect from and
after the date of its passage and approval in the manner provided by law.
