Motion:
Approval of Resolution 89-R-26, Approving the Prequalification of Certain Consulting Firms
for Transportation Engineering and Surveying Services, allowing the following six consulting
engineering firms to be eligible to provide transportation engineering and surveying services
for Burke Christopher 2029): 31, May through B. 1, (Juneperiod three-year a 2026
Engineering, Ltd. (820 Davis Street, Suite 520, Evanston, IL); Civiltech Engineering, Inc.
(Two Pierce Place, Suite 1400, Itasca, IL); Chastain & Associates LLC (900 National
Parkway, Suite 320, Schaumburg, IL 60173); Hampton, Lenzini and Renwick, Inc. (380
Shepard Drive, Elgin, IL 60123); Terra Engineering, Ltd. (225 W. Ohio Street, Chicago, IL);
and Thomas Engineering Group, LLC (2625 Butterfield Road, Suite 209W, Oak Brook, IL
60523).

Summary:
The Bureau of Capital Planning manages approximately 40 to 50 transportation and right-of-
way utility projects annually. While a small number of these projects are larger in scale and
may involve grant or external funding requirements that introduce additional rules and
coordination, the majority are recurring, programmatic efforts with predictable scopes. These
include sidewalk and improvements,alley street main water resurfacing, replacement,
replacement, all of which are typically planned, designed, and overseen by in-house technical
staff.
The City maintains the capacity to deliver the majority of this work internally, including
surveying services that support project development and construction. To complement this,

the City maintains a pre-qualified pool of consulting firms that can be engaged on an as-
needed basis. This provides on-call access to specialized expertise and enables the efficient
advancement of project components, such as traffic signal design, roadway lighting design,
and supplemental surveying, when beneficial to project schedules and delivery.

A RESOLUTION
Approving the Prequalification of Certain Consulting Firms for
Transportation Engineering and Surveying Services
WHEREAS, the Evanston Bureau of Capital Planning manages
approximately forty (40) to fifty (50) transportation and right -of-way utility projects
annually, including smaller recurring projects, such as street resurfacing, alley
improvements, and sidewalk replacement; and
WHEREAS, the City maintains the capacity to perform the majority of this
work internally, including surveying services that support project development and
construction; and
WHEREAS, in order to complement the City’s internal capacity, the City
maintains a pre-qualified pool of consulting firms that can be engaged on an as -needed
basis, which allows for on-call access to these firms’ specialized expertise; and
WHEREAS, in January 2026, the City issued a Request for Qualifications
to provide design, construction engineering, and surveying services for various
infrastructure projects; and
WHEREAS, after reviewing the submissions of the applicant firms, six
consulting firms were identified as highly qualified to provide required design, construction
engineering, and surveying services to the City; and
WHEREAS, City staff recommends that the six firms listed in Exhibit A, a
copy of which is attached hereto and incorporated therein, be approved as prequalified

to submit proposals for design, construction engineering, and surveying services for the
period from June 1, 2026 through May 31, 202 9; and
WHEREAS, the Evanston City Council believes approving the list of
prequalified consulting firms listed in Exhibit A is in the best interests of the citizens of
Evanston,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: The foregoing recitals are hereby found as fact and
incorporated herein by reference.
SECTION 2: The consulting firms listed in Exhibit A are hereby approved as
prequalified consulting firms for transportation engineering and surveying services.
SECTION 3: This Resolution shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.
