King, Water Production Bureau Chief Subject: Spring & Fall Large Meter Testing Date: June 30, 2026 Recommended Action: Staff recommend the City Manager approve the single source purchase of spring and fall large water meter testing services from M.E. Simpson Company (3406 Enterprise Ave., Valparaiso, IN. 46383) in the amount of $17,700.00. Funding Source: Funding for this purchase is provided by the Water Fund account, 510.40.4210.62245, which has a FY 2026 budget allocation of $100,000.00 and a YTD balance of $57,890.37. Summary: The master meters for our wholesale customers are required by contract to be tested. The master meters are also used for reporting pumpage to regulatory agencies including non-revenue water to the Illinois Department of Natural Resources. M.E. Simpson is currently the only company that is available to perform pitot meter testing and has been performing these services for the City of Evanston for several years. Attempts were made to get comparison pricing, but no other company offers this service for meters larger than 16”. Those companies include HBK Water Services, Midwest Meter, Veolia, EJP (only East Coast), Avanti (only Florida), and Mid -American Meter. Our meters are as large as 60”. This service is to take place in the spring and fall of 2026.
