Van Buren St., Chicago, IL 60612) for the 2026 Alley and Pedestrian Crossing Improvements (Bid No. 26-32) in the amount of $2,090,595.28. The Contractor Services Agreement is attached for signature. Van Buren St., Chicago, IL 60612) for the 2026 Alley and Pedestrian Crossing Improvements (Bid No. 26-32) in the amount of $2,090,595.28. Funding Source: Funding is provided from the Capital Improvement Fund 2026 Projects Bonds in the amount of $1,665,595.28; the Special Assessment Fund in the amount of $225,000.00; and from a reimbursement payment from District 65 in the amount of $200,000.00. A detailed funding analysis is included in the attached memo. CARP: Transportation & Mobility Council Action: For Action Summary: This crossing pedestrian locations,three atalley of consists project improvements improvements at four locations, and the installation of traffic-calming speed humps on various streets and speed bumps in various alleys. City staff completed the construction plans and specifications for the project. Special Assessment Alley – North of Payne Street, East of Hartrey Avenue Improvements to the existing unimproved alley include installing storm sewers, 8- inch-thick concrete pavement, and related garage apron restoration work. 2. Special Assessment Alley – North of Clinton Street, East of Orrington Avenue Improvements to the existing unimproved alley include installing storm sewers, 8- inch-thick concrete pavement, and related garage apron restoration work. 3. Special Assessment Alley – North of Simpson Street, East of Pioneer Road Improvements to the existing unimproved alley include installing storm sewers, 8- inch-thick concrete pavement, and related garage apron restoration work. This project also includes installing a new sidewalk on the north side of Simpson Street between Pioneer Road and Eggleston Park. 4. Pedestrian Crossing Improvements – Dodge Avenue and Foster Street Improvements to the new pedestrian crossing on the north side of Dodge Avenue at Foster Street include the installation of concrete curb extensions, sidewalk removal and replacement, ADA ramps, solar-powered light-emitting diode (LED) pedestrian crossing at Estimated striping. and signs, buttons, push with signs in-street $120,000, the City will be reimbursed for this cost by District 65. 5. Traffic Calming – Speed Humps and Alley Bumps Improvements include installing traffic-calming speed humps and alley speed bumps at various locations throughout the City. Bids for the project were received and publicly read on June 2, 2026. Three contractors submitted bids for this project as follows: Dodge Avenue at Foster Street Emerson Street at Dewey Avenue Emerson Street at Hartrey Avenue. A5.Page 63 of 156 Doc ID: 7ec4732047665af2604ca63c65b7028f814cb2a3 Legislative History: On March 23, 2026, the City Council approved Resolution 21-R-26, authorizing the City Manager to execute a Memorandum of Understanding with District 65, under which the City of Evanston would construct pedestrian crosswalk improvements at several locations, with costs to be reimbursed by District 65. On April 13, 2026, the City Council adopted Ordinance 26-O-26 to approve the construction of a local improvement known as Evanston Special Assessment No. 1535 (an alley north of Payne Street and east of Hartrey Avenue). On April 13, 2026, the City Council adopted Ordinance 27-O-26 to approve the construction of a local improvement known as Evanston Special Assessment No. 1535 (an alley north of Clinton Place and east of Orrington Avenue). On April 13, 2026, the City Council adopted Ordinance 28-O-26 to approve the construction of a local improvement known as Evanston Special Assessment No. 1535 (an alley north of Simpson Street and east of Pioneer Road).
