A RESOLUTION
Emer gency Subsistence Payment Program
WHEREAS, the Congress of the United States did pass Public Law
93-383, Title I of the Housing and Community Development Act of 1974 (which
established the Community Development Block Grant {CDBG} Program); and
WHEREAS, the City of Evanston is an “Entitlement City” by definition in
said Acts and, as such, is eligible to make application to the United States Department
of Housing and Urban Development (HUD) for said grant programs; and
WHEREAS, HUD informed the City of Evanston that its 2026 CDBG
entitlement allocation will be one million, six hundred ninety-five thousand, six hundred
seventy-nine dollars ($1,695,679.00); and
WHEREAS, HUD allows the City to use up 15% of the annual CDBG
award for Public Services (CDBG-PS) to support nonprofit organizations providing
programs that serve primarily low- to moderate-income Evanston residents; and
WHEREAS, use of CDBG-PS funds is detailed in the 2025-2029
Consolidated Plan which was approved by City Council on July 14, 2025, and approved
by to HUD; and
WHEREAS, the City’s FY2026 budget (“budget”), includes, under the
Human Services fund, the Community Grants Programs that has been allocated to
support the needs of low- and moderate-income Evanston residents; and
WHEREAS, the Social Services Committee (“SSC”), charged with
oversight of the City’s Community Grants Programs fund and CDBG-PS program or
CDBG funds for Public Services, approved a pilot program to provide up to three

months of housing/utilities payments for eligible low- and moderate-income Evanston
residents with a total budget of $375,350, comprised of $104,350 in CDBG-PS funds
and $271,000 in Community Grant Program funds on May 14, 2026; and
WHEREAS, the City Council approved the pilot Emergency Subsistence
Payment Program on May 26, 2026;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That up to one hundred four thousand three hundred fifty
dollars ($104,350) of the City of Evanston’s FY2026 Community Development Block
Grant for public services (CDBG-PS) and up to two hundred seventy one thousand
dollars ($271,000) of the City’s Community Grant Program funds can be applied to a
pilot Emergency Subsistence Payment program that serves primarily low- and
moderate-income Evanston residents, is hereby approved.
SECTION 2: That this resolution shall be in full force and effect from and
after the date of its passage and approval in the manner provided by law.

HUD 2026 INCOME LIMITS, EFFECTIVE June 1, 2026
Area Covered by this Ruling:
CHICAGO-JOLIET-NAPERVILLE, IL HUD METRO FMR AREA,
INCLUDING COOK COUNTY.
There are three income limits used for determining and reporting eligibility for programs
and services funded by the Community Development Block Grant (CDBG): 30% of the
area median income, 50% of the area median income, and 80% of the area median
income. The 80% of area median income level represents the maximum allowable
household income to be eligible for housing funded by CDBG.
For CDBG activities using Low-Moderate Limited Clientele (LMC) or Low-Mod Job
Creation or Retention (LMJ) national objectives, use the family definition to
income-qualify. A family is defined as all persons who are related by blood, marriage or
adoption living in the same household.
For CDBG activities using Low-Mod Housing Activities (MLH), use the household
definition to income qualify. A household is defined as all persons occupying the same
housing unit, regardless of their relationship to each other.
